Objectives

The primary objective of this tender is to select a qualified and experienced developer or consortium to lease and develop a designated portion of land (Portion 197 of Portion 80 of Farm Piet Potgietersrust) measuring approximately 3.5 hectares. The development aims to establish a business, institutional, or public garage facility that aligns with the municipality’s strategic growth, economic development, and service delivery goals. The project seeks to stimulate local economic activity, create employment opportunities, and enhance municipal revenue through sustainable and innovative development proposals.

Scope

The scope encompasses:

• Leasing the property for a period of 30 years via a long-term lease agreement.
• Designing, financing, obtaining statutory approvals, constructing, operating, maintaining, and managing the development at no capital cost to the municipality, unless otherwise agreed.
• Development of a facility suitable for business, institutional, or public garage purposes, with considerations for land use, building height, coverage, and compliance with relevant legislation and planning regulations.
• Ensuring the development aligns with municipal spatial planning, environmental, and building regulations.
• Providing a comprehensive development proposal including conceptual design, development programme, financial feasibility, and community empowerment plans.

Technical Requirements

The technical specifications include:

• Property description: Portion 197 of Portion 80, Farm Piet Potgietersrust, 3.5 hectares, currently zoned as agricultural, proposed for institutional use.
• Development parameters: Coverage of 70%, maximum building height of 5 storeys, compliance with SPLUMA, NEMA, municipal by-laws, and other relevant legislation.
• Design considerations: Eco-friendly, sustainable architecture incorporating energy-efficient systems (solar, green roofs), water-saving mechanisms, and natural lighting.
• Land use: Development aligned with existing zoning and land use policies, with necessary rezoning and town planning approvals.
• Infrastructure: Responsibility of the developer to install and service utilities such as water, sewerage, electricity, and roads.
• Environmental and statutory approvals: All necessary permits and licenses for development and operation.
• Development plan: Submission of site development plans, building plans, and environmental management plans for approval prior to construction.

Skills and Experience Requirements

The bid evaluation will consider:

• Development Team: Demonstrated experience of the professional team (architects, engineers, quantity surveyors, project managers, health & safety officers, social facilitators) with at least 3 years post-registration experience and successful completion of mega or large-scale projects (above R100 million).
• Relevant Projects: Proven track record of designing and managing similar developments, including hospital, commercial, or institutional facilities, with references and project completion certificates.
• Technical Capacity: Ability to deliver innovative, sustainable, and community-beneficial projects, supported by CVs, registration proof, and references.
• Financial Capacity: Demonstrated financial strength through submission of a project cost estimate, development budget, and proof of funding or expressions of interest from financial institutions.
• Development and Management Experience: Capacity to develop, finance, manage, and operate the proposed development, including community empowerment and local procurement strategies.
• Environmental and Regulatory Compliance: Ability to obtain all statutory approvals and ensure environmental sustainability.
