Objectives

The primary objective of this tender is to procure comprehensive occupational health, primary healthcare services, and operational management of the Medical Centre at the CSIR Scientia Campus for a period of three (3) years. The services aim to ensure a safe, healthy, and compliant work environment for CSIR employees, contractors, visitors, and tenants by providing medical surveillance, health assessments, injury management, wellness programs, and related administrative functions.

Scope

The scope of work includes:

• Provision of occupational health services, including pre-employment, periodic, and exit medical examinations, and fitness-to-work assessments.
• Delivery of primary healthcare services, including first aid, emergency care, health promotion, and wellness campaigns.
• Management of medical surveillance/testing protocols based on workplace hazards and job requirements.
• Injury and illness management, documentation, and referral processes.
• Implementation of health promotion and education initiatives, including campaigns on HIV/AIDS, mental health, lifestyle diseases, and infectious diseases.
• Administrative functions such as reporting, stock monitoring, liaising with external service providers, and compliance documentation.
• Vaccination administration and medical waste management in accordance with relevant legislation.
• Provision of staffing, including one Occupational Medical Practitioner and one Occupational Health Nursing Practitioner, with specified qualifications and experience.
• Ensuring legal and regulatory compliance with South African legislation such as OHSA, COIDA, HPCSA, SANC, POPIA, and others.

Technical Requirements

The technical requirements for the tender include:

• Operational Plan: A detailed plan demonstrating how the Medical Centre will be managed, including resource allocation, service delivery processes, and compliance measures.
• Staff Qualifications:
  • Occupational Medical Practitioner with a minimum of 5 years' experience, registered with HPCSA, and trained in occupational health.
  • Occupational Health Nursing Practitioner with at least 5 years' experience, registered with SANC, and trained in relevant health services such as audiometry, spirometry, and medication dispensing.
• Experience and References: Submission of at least three contactable reference letters from clients for whom similar services have been rendered between 2015 and 2025.
• Service Delivery Capabilities: Ability to conduct medical surveillance, health assessments, emergency support, health promotion campaigns, and administrative reporting as per the scope.
• Compliance: Adherence to all applicable South African legislation and standards, including risk management, waste disposal, confidentiality, and occupational health and safety laws.
• Reporting and Monitoring: Regular submission of operational, health, and safety reports, and participation in performance measurement through agreed KPIs.
• Pricing and Costing: Submission of a comprehensive pricing schedule covering all services, including ad-hoc support, with clear breakdowns and compliance with the specified format.
• Service Level Agreement: Willingness to negotiate and adhere to draft Service Level Indicators and contractual terms, ensuring service quality and performance standards.
