Objectives

The primary objective of this tender is to procure comprehensive occupational health, primary healthcare services, and operational management of the Medical Centre at the CSIR Scientia Campus for a period of three years. The aim is to ensure the delivery of quality health services that promote a safe, healthy, and compliant work environment for CSIR employees, visitors, and contractors.

Scope

The scope of work includes:

• Provision of occupational health services such as medical surveillance, health assessments, and fitness-to-work reviews.
• Delivery of primary healthcare services including first aid, emergency support, and health promotion campaigns.
• Operational management of the Medical Centre, including staffing, resource management, reporting, and compliance with relevant legislation.
• Management of medical waste, vaccinations, and immunizations.
• Administrative functions such as reporting, stock monitoring, and liaising with external service providers.
• Ensuring legal and regulatory compliance across all services provided.

Technical Requirements

The technical requirements specify that the service provider must:

• Staff the Medical Centre with qualified personnel, including:
• One Occupational Medical Practitioner with at least 5 years of experience, registered with HPCSA.
• One Occupational Health Nursing Practitioner with at least 5 years of experience, registered with SANC.
• Develop and implement medical surveillance/testing protocols aligned with workplace hazards.
• Conduct pre-employment, periodic, and exit medical examinations.
• Provide emergency medical support, first aid, and manage workplace injuries in compliance with COIDA.
• Administer vaccinations and immunizations as per workplace risks.
• Ensure proper disposal of medical waste according to environmental legislation.
• Deliver health promotion campaigns and employee support services.
• Maintain accurate records, reports, and ensure confidentiality in line with POPIA.
• Comply with all relevant legislation including OHSA, COIDA, HPCSA, SANC, and environmental laws.

Skills Requirements

The successful bidder must demonstrate:

• Proven experience in managing occupational health and primary healthcare services, with at least 5 years in relevant roles.
• Qualified personnel with valid registration certificates (HPCSA for Medical Practitioners, SANC for Nursing Practitioners).
• Capability to develop and implement health protocols, conduct health assessments, and manage emergency situations.
• Strong administrative and reporting skills, with the ability to produce detailed reports and maintain compliance documentation.
• Experience in health promotion, employee wellness campaigns, and stakeholder engagement.
• Knowledge of applicable South African legislation and standards related to occupational health and safety.
• Ability to liaise effectively with external service providers and manage operational logistics.
