Objectives

The primary objective of this tender is to establish a panel of qualified property brokers responsible for sourcing tenants to lease various premises within the South African Airways (SAA) Group's property portfolio. The panel aims to facilitate the leasing of spaces such as offices, cargo facilities, hangars, and other specialized buildings with direct airside access at multiple airports. The appointed brokers will earn commissions based on successful tenant placements approved by SAA, with the goal of securing suitable tenants for spaces larger than 1000 sq ft, over a contract period of three years.

Scope

The scope includes:

• Source and present prospective tenants for SAA-owned premises located near airports including OR Tambo, Cape Town, King Phalo, and Chief Dawid Stuurman International Airport.
• Leverage various listing platforms and advertising channels to attract potential tenants, including property portals, magazines, signage, and direct outreach.
• Present tenant proposals for SAA approval at its sole discretion.
• Provide services without exclusivity, allowing multiple brokers to be appointed on the panel.
• Ensure brokers specify their proposed commission and payment structure, with the contract duration set at three years.

Technical Requirements

Proposed technical criteria for bidders include:

• Experience & References: Submit reference letters from at least three clients demonstrating successful lease negotiations for spaces exceeding 10,000m² (50%), between 1,000m² and 10,000m² (25%), or less than 1,000m² (0%).
• Listing Platform & Reach: Demonstrate credible platforms or channels (websites, magazines, signage, property portals, social media, direct outreach) used to attract tenants. Mainstream advertising (e.g., property sections in business publications) accounts for 20%, secondary advertising (e.g., Facebook, brochures) for 10%, and direct outreach for 0%.
• Compliance & Certification: Submission of a valid Fidelity Certificate issued by the Property Practitioners Regulatory Authority (PPRA) and a signed letter confirming proposed commission structure.
• Minimum Threshold: Achieve at least 70% on functionality evaluation, which assesses responsiveness, experience, reach, and compliance.

Additional Requirements

Bidder must:

• Agree to the proposed property broker commission structure (e.g., 5% for years 1 & 2, decreasing over subsequent years).
• Provide evidence of B-BBEE status (Level 1 or 2 preferred, or 51% black-owned EME/QSE) to earn up to 10 points in the evaluation.
• Submit all mandatory documents, including vendor registration, tax clearance, and B-BBEE certificates, prior to evaluation.
