Objectives

The primary objective of this tender is to establish a maintenance contract for the fire water pump stations, fire hose reels, and fire hydrants at O.R. Tambo International Airport. The aim is to ensure the infrastructure is maintained in a safe, reliable, and compliant manner, minimizing operational disruptions and operating costs while adhering to safety and aviation legislation.

Scope of the Tender

The scope includes:

• Provision of maintenance services for fire water pump stations, fire sprinklers, fire hose reels, and fire hydrants located on both landside and airside areas of the airport, including the Western Precinct.
• Preventive and corrective maintenance as per OEM standards, legislative requirements, and specified standards (e.g., SANS, ASIB rules).
• Maintenance activities cover equipment such as electric and diesel pump stations, control panels, valves, piping, foam tanks, hydrants, hose reels, and associated infrastructure.
• Site inspections, testing, root cause analysis, and record-keeping for all maintenance activities.
• Provision of qualified personnel, tools, spares, and equipment necessary for ongoing maintenance and emergency repairs.
• Adherence to airport safety, security, and environmental policies, including site access protocols and permit requirements.
• Management of subcontractors, procurement, and compliance with OEM warranties and standards.

Technical Requirements

The technical requirements encompass:

• Provision of skilled and qualified personnel, including site managers, technicians, artisans, and assistants, with relevant certifications and experience in fire system maintenance.
• Implementation of a comprehensive maintenance plan, including scheduled preventive maintenance (monthly, quarterly, bi-annual, annual, and multi-year inspections) aligned with OEM recommendations and legislative standards.
• Use of approved tools, equipment, and spare parts, ensuring OEM warranty compliance and quality standards.
• Adherence to safety, health, and environmental regulations, including occupational health and safety legislation, hazard management, and emergency response protocols.
• Regular testing, inspection, and record-keeping of fire water systems, hydrants, hose reels, and associated components, with detailed root cause analysis for faults and failures.
• Provision of a detailed maintenance schedule and plan, distributing workload evenly over the contract period, with clear resource allocation and timelines.
• Compliance with airport access, security, and permit requirements, including airside training, PPE, and safety documentation.
• Effective management of spares, procurement, and inventory, ensuring availability and OEM warranty adherence.
• Implementation of quality control, reporting, and documentation standards, including daily records, monthly reports, and safety audits.
• Participation in regular management meetings, performance reviews, and compliance assessments.
