Objectives

The primary objective of this tender is to appoint a building maintenance contractor responsible for the maintenance, repairs, and servicing of building infrastructure at Kimberley Airport over a period of 60 months. The contractor must ensure the airport's facilities are maintained to safety, safety standards, and operational efficiency, meeting all relevant legislation and safety requirements, while providing sustainable and cost-effective maintenance services.

Scope

The scope encompasses comprehensive building maintenance activities including:

• General building maintenance (walls, ceilings, floors, doors, ironmongery, signage, etc.)
• Plumbing and ablution repairs (leak repairs, drainage unblocking, geyser replacements, etc.)
• Roofing repairs and waterproofing
• Glazing, tiling, flooring, and painting works
• Furniture, signage, and glazing refurbishments
• Waterproofing, paving, and road markings
• Maintenance of electrical and mechanical systems as per OEM standards
• Emergency repairs and reactive maintenance as required
• Third-party procurement for materials, equipment, and specialized services with markup
• Routine inspections, testing, and safety compliance activities

Works are to be performed across all airport buildings, both landside and airside, with work orders issued as needed, respecting airport security and safety protocols.

Technical Requirements

The contractor must:

• Comply with all relevant standards including ICAO, OSHA, SANS, OEM warranties, and safety regulations
• Provide qualified personnel with relevant trade certificates and experience
• Develop and adhere to detailed maintenance schedules and work plans
• Ensure all work is performed to OEM and safety standards, with proper documentation and quality control
• Maintain safety files, permits, and environmental compliance as per ACSA requirements
• Respond promptly to emergency and breakdown calls, with specified response times
• Ensure all equipment and infrastructure are maintained to prevent failures and ensure safety
• Use approved materials and OEM-compliant spare parts, respecting warranties and safety standards
• Implement environmental management and pollution control measures during works

Skills and Skills Requirements

The contractor shall demonstrate:

• Proven experience in general building maintenance, preferably at airports or similar critical infrastructure
• Qualified tradespeople including plumbers, carpenters, locksmiths, glaziers, and painters with valid trade certificates
• Capability to manage multiple maintenance activities simultaneously with effective scheduling
• Ability to procure and manage third-party services and materials efficiently
• Knowledge of safety, environmental, and quality standards relevant to airport operations
• Strong safety management and emergency response skills
• Experience in managing compliance documentation, permits, and safety files
• Effective communication and reporting skills for daily, monthly, and incident reports
• Capacity to respond to emergency repairs within specified timeframes

The contractor must also have a competent management team with relevant experience, and demonstrate capacity to deliver services over the contract duration with adherence to safety, quality, and environmental standards.
