Objectives

The primary objective of this tender is to maintain the serviceability of the Automated Weather Observation System (AWOS) at George Airport in a sustainable manner. The focus is on ensuring continuous operational readiness at the lowest possible operating and maintenance costs while complying with safety and aviation legislation.

Scope

The scope encompasses maintenance and repairs of the AWOS infrastructure, including:

• Servicing, repairs, replacement, and system performance testing of sensors and associated equipment.
• Maintenance of various sensors such as visibility, weather, pressure, thunderstorm, temperature, rain, solar radiation, wind, and background luminance sensors.
• Servicing of the fibre optic network, power supply systems, enclosures, and main data collection panels.
• Conducting system performance tests, quarterly calibrations, and replacement of faulty components.
• Ensuring the integrity of the network, power systems, and data collection infrastructure.

Technical Requirements

The technical requirements include:

• Routine preventive maintenance and calibration as per OEM specifications.
• Response to breakdowns and callouts to restore equipment to safe working condition.
• Replacement of faulty or obsolete components with upgraded parts.
• Testing system performance, interface with fire systems, and ensuring compliance with OEM standards.
• Maintenance of sensors, fibre optic network, power supply units, and data collection panels.
• Adherence to safety, security, and airport operational procedures, including AVSEC compliance.
• Provision of skilled and qualified staff capable of executing maintenance tasks within specified response times.

Skills Requirements

The tender mandates the following skills and qualifications:

• Qualified personnel with experience in maintaining weather observation systems and related infrastructure.
• Minimum staffing includes a Contracts Manager, technicians, and assistants with OEM or relevant technical qualifications.
• Staff must be knowledgeable in electrical, mechanical, and network systems associated with AWOS.
• Ability to perform calibrations, repairs, and system performance testing in accordance with OEM standards.
• Competence in health and safety compliance, including the handling of hazardous materials and working in airport environments.
• Availability of tools and special equipment necessary for maintenance activities, with minimal downtime.
• Effective communication skills and ability to respond within specified response times to operational issues and breakdowns.
