Objectives

The primary objective of this tender is to appoint an independent and qualified service provider to evaluate all applications submitted under the 2026/2027 Discretionary Grants cycle. The evaluation aims to support the implementation of the sector's strategic objectives, national priorities, and performance targets for the transport sector as outlined in the relevant notices and plans.

Scope

The scope of work includes:

• Assessing applications based on criteria such as tax status, CSD registration, accreditation, workplace approvals, applicant budgets, and alignment with the 2026/27 funding framework.
• Verifying registration details, business addresses, contact information, credits, learner numbers, blacklist status, compliance, and registration/deregistration status.
• Supporting adjudication and decision-making through reports using prescribed structures and templates.
• Providing technical proposals outlining approach and methodology for evaluation.
• Preparing comprehensive reports to facilitate timely decision-making by the Interim Project Management Office.

Technical Requirements

The technical requirements include:

• Submission of a detailed project plan demonstrating the ability to achieve objectives.
• Provision of a clear technical approach and methodology for evaluating grant applications.
• Demonstration of appropriate resources, including personnel and tools, to execute the evaluation.
• Experience in evaluating DG grants, with at least three years in similar evaluations.
• Key personnel involved must have relevant experience and qualifications, including:
• Project Leader: minimum 6 years' experience, NQF level 8 qualification, registered Chartered Accountant.
• Project Manager: minimum 5 years' experience, NQF level 7 qualification.
• Audit and Governance Expert: minimum 5 years' experience, NQF level 7 qualification.
• Data Analyst: minimum 5 years' experience, NQF level 7 qualification.
• Provision of CVs and certificates not older than six months for key personnel.
