Objectives

The primary objective of this tender is to appoint a service provider to monitor air quality at King Shaka International Airport for a period of six months. The monitoring aims to ensure compliance with legal environmental standards, specifically the Air Emissions License and the National Environmental Management: Air Quality Act, by measuring concentrations of specific pollutants and gases, and facilitating necessary reporting, audits, and implementation of environmental conditions.

Scope

The scope of work includes:

• Measuring concentrations of suspended particulate matter (PM10, PM2.5) and gases such as SO2, NO2, NO, O3, CO, BTEX compounds, and dust fallout, using approved legal techniques.
• Implementing all conditions stipulated in the Air Emissions License (AEL) and monitoring plan.
• Providing six monthly reports, with the final report including comprehensive data projections.
• Participating in awareness, training sessions, or audits as required.
• Ensuring compliance with the National Environmental Management: Air Quality Act (NEM: AQA).

Technical Requirements

The technical requirements specify that the bidder must:

• Develop a detailed project proposal demonstrating understanding of the scope, including methodologies, activities, timeline, and risk mitigation strategies.
• Provide a comprehensive list of human resources involved, with roles, responsibilities, and relevant qualifications certified within the last three months.
• Ensure experience in ambient air quality monitoring, with key personnel having minimum years of relevant experience (e.g., Project Manager: 5+ years, Technician: 5+ years, Field Sampler: 2+ years).
• Demonstrate at least two years of cumulative experience in ambient air quality services through reference letters.
• Use approved legal techniques, tools, and approaches for sampling and analysis.
• Ensure all monitoring activities adhere to legal standards and licenses.

Skills Requirements

The bidder must possess:

• Qualified personnel with relevant certifications in environmental sciences, atmospheric sciences, analytical chemistry, or related fields, certified within the last three months.
• Experience in project management, ambient air quality monitoring, and reporting.
• Ability to develop and implement monitoring plans, conduct sampling, calibrations, and analyzer servicing.
• Capability to produce detailed reports, projections, and facilitate compliance with legal and environmental standards.
• Knowledge of legal techniques, licenses, and monitoring plan requirements.
