Objectives

The primary objective of this tender is to secure maintenance services for 35 travelators (passenger conveyors) at OR Tambo International Airport over an eight (8) month period. The goal is to ensure the travelators operate safely, reliably, and efficiently, complying with relevant safety standards, legislation, and OEM requirements, while minimizing operating and maintenance costs.

Scope

The scope includes:

• Provision of maintenance services for 35 travelators located on the landside and airside of OR Tambo International Airport.
• Maintenance of escalators, elevators, and passenger conveyors to keep them in good, safe operating condition.
• On-site maintenance around the clock (19 hours per day, 365 days/year including public holidays).
• Carrying out specified maintenance activities such as inspections, repairs, replacements, and system checks as per OEM standards and legislative requirements.
• Providing skilled personnel, spare parts, tools, and equipment necessary for maintenance and repairs.
• Ensuring compliance with safety, environmental, and legislative standards, including OEM and industry standards (e.g., SABS, OHS Act).
• Managing spares inventory, reporting, and documentation related to maintenance activities.

Technical Requirements

The technical requirements encompass:

• Adherence to OEM maintenance schedules (quarterly, bi-annual, annual) and standards (e.g., SANS 1543, SANS 1545-1).
• Provision of qualified and competent personnel, including site managers, technicians, control engineers, storemen, and safety officers, with specified qualifications and experience.
• Implementation of a comprehensive maintenance program, including scheduled inspections, preventive maintenance, and root cause analysis of failures.
• Use of approved OEM spare parts and adherence to warranty and OEM warranty requirements.
• Availability of equipment and tools for maintenance, with proper storage and inventory management.
• Response times for breakdowns and emergencies as per specified KPIs (e.g., 15 min for general calls, 8 hours for major repairs).
• Regular reporting, record-keeping, and documentation of maintenance activities, incidents, and safety compliance.
• Compliance with environmental and safety standards, including spill management, hazardous materials handling, and noise control.

Skills Requirements

The tender specifies the following skills and qualifications for personnel:

• Site Manager/Technician: Minimum 3 years post-qualification experience in maintenance or installation of lifts, escalators, or passenger conveyors; relevant trade test or SAQA accreditation; safety training certification.
• Lift Mechanics: Minimum 3 years experience; trade test or equivalent; OEM and safety certifications.
• Control Engineers: Experience in control and instrumentation systems, with multidisciplinary project exposure; ECSA registration preferred.
• Storeman: Minimum 3 years post-qualification experience in stock management; relevant store management certification.
• Other personnel: Skilled operators, safety officers, and supervisors with relevant qualifications and experience.

All staff must be knowledgeable about OEM standards, legislative requirements, and safety procedures. Staff must also be competent, suitably qualified, and capable of performing their duties reliably and safely.
