Objectives

The primary objective of this tender is to procure Occupational Health, Safety, and Environmental (OHSE) Agent Services for the supply, installation, and rehabilitation of the Arial Optic Fibre Network in the Gauteng Region. The services aim to ensure compliance with safety standards, legislative requirements, and environmental considerations throughout the project duration.

Scope

The scope of work includes:

• Provision of a Construction Health and Safety Agent (PrCHSA) and a full-time Construction Health and Safety Officer (PrCHSO).
• Drafting site-specific Safety, Health, and Environmental specifications.
• Managing construction work permits and assessing contractors’ health and safety plans.
• Ensuring compliance with legislative and safety standards, including the OHS Act and relevant regulations.
• Conducting inductions, audits, and inspections to ensure safety and environmental compliance.
• Monitoring interface management to ensure safe railway operations.
• Reporting, documentation, and ensuring proper recordkeeping on-site.
• Managing occupational permits and ensuring environmental management plans are adhered to.
• Ensuring site clearance, rehabilitation, and submission of close-out reports upon project completion.

Technical Requirements

The technical requirements include:

• Drafting and reviewing risk registers and safety specifications.
• Assessing and directing contractors’ health and safety plans to ensure legislative compliance.
• Maintaining SHE files on-site, conducting inductions, and ensuring hazard mitigation procedures are in place.
• Monitoring occupational permits, high-voltage procedures, and interface safety protocols.
• Auditing contractor work monthly and ensuring corrective actions are implemented.
• Ensuring compliance with relevant legislation such as the Occupational Health and Safety Act, NEMA, and Heritage Act.
• Compiling incident reports and ensuring safety measures are in place for any fatalities or injuries.
• Ensuring all safety documentation, method statements, and risk assessments are approved and up to date.

Skills Requirements

The tender requires the following skills:

• Extensive knowledge of South African occupational health and safety legislation, including the OHS Act and Construction Regulations.
• Experience in managing construction safety and environmental compliance in infrastructure projects.
• Ability to draft safety specifications, risk registers, and conduct safety audits.
• Strong documentation and recordkeeping skills for SHE files and incident reports.
• Effective communication skills for conducting inductions, meetings, and reporting.
• Capability to assess and direct contractors’ health and safety plans and ensure legislative adherence.
• Knowledge of environmental management plans and permits related to construction activities.
• Experience in managing occupational permits and high-voltage safety procedures.
• Ability to respond to incidents and compile comprehensive incident reports.
