Objectives

The primary objective of this tender is to engage qualified service providers to deliver skills training for 20 learners from the communities surrounding Douglas in the Siyancuma Municipality. The training aims to equip participants with an Occupational Certificate in Building and Civil Construction (SP-65409), thereby enhancing their skills, employability, and capacity for self-employment or formal employment opportunities.

Scope

• Provision of training for 20 learners recruited from local communities within a 10 km radius of Douglas.
• Delivery of a 120-day training program leading to the Occupational Certificate in Build and Civil Construction at NQF Level 3.
• Training modules include core, elective, and unit standards covering safety, industry roles, tool maintenance, procurement, plastering, tiling, and related skills.
• Inclusion of all administrative activities related to training, learner placement for experiential learning, and addressing emergent issues during the project.
• Training must comply with relevant SETA accreditation, COIDA regulations, and other applicable standards.
• Recruitment and screening of learners, with at least one learner with a disability, ensuring they meet the entry requirements.

Technical Requirements

1. Qualification and Accreditation: The service provider must hold valid accreditation from the relevant SETA for assessors, moderators, and the company itself.
2. Legal and Compliance: Submission of necessary documents including COIDA registration, Central Supplier Database registration, tax compliance certificate with a unique PIN, and proof of address of the training facility.
3. Documentation: Complete and submit all required forms including SBD forms (SBD1, SBD4, SBD6.1), fee proposal, implementation plan, and preference claim forms.
4. Implementation Plan: A detailed practical implementation plan demonstrating how the training will be delivered, including human resources with relevant qualifications.
5. Costing: Submit a comprehensive fee proposal covering all training activities, materials, assessments, certification, and project management, inclusive of VAT and applicable fees.
6. Evaluation Criteria: Bids will be evaluated based on mandatory requirements, functionality (minimum threshold of 80 points), and price, with preference points allocated for specific goals such as employment of women, youth, persons with disabilities, and black ownership.
7. Additional Requirements: Bidders must provide proof of registration in the IDT National Panel of Skills Training, valid accreditation certificates, and all other specified returnable documents.
