Objectives

The primary objectives of this tender are to engage service providers capable of delivering accredited training for 28 learners in the National Certificate in Mixed Farming Systems. The training aims to empower community members, particularly women, youth, and people with disabilities, by equipping them with skills to operate as sustenance farmers, enhance employability, and facilitate transitions into employment or self-employment. Additionally, the program seeks to improve workforce development within the farming sector, promote economic opportunities, and support community empowerment through skills development aligned with industry standards.

Scope

The scope of work includes:

• Delivering a 120-day training program in mixed farming systems to learners recruited from communities within a 10 km radius of Matangari, Thohoyandou Local Municipality.
• Screening and selecting learners in collaboration with NPOs, ensuring at least one learner with a disability per group.
• Managing all administrative activities related to training, including learner placement, assessment, and certification.
• Providing training facilities, resources, and practical components aligned with the National Certificate in Mixed Farming Systems (NQF Level 1, ID No SP-48977).
• Ensuring compliance with relevant regulations such as COIDA and SARS tax requirements.
• Developing and implementing training plans, assessment tools, and learner support mechanisms.
• Collaborating with accredited trainers, assessors, and moderators to deliver quality training and certification.

Technical Requirements

The technical requirements include:

• Provision of accredited training services aligned with the National Certificate in Mixed Farming Systems.
• Submission of valid accreditation certificates for the training provider, assessor, and moderator from the relevant SETA.
• Provision of a suitable training venue within the targeted community area.
• Development of a comprehensive implementation plan, including learner screening, training schedule, assessment, and reporting mechanisms.
• Provision of learner materials, tools, and assessment guides.
• Adherence to quality assurance standards, including moderation and certification processes.
• Compliance with all legal and administrative requirements, including tax clearance, CSD registration, and COIDA certification.

Skills Requirements

The successful service provider must demonstrate:

• Experience in delivering accredited agricultural or farming systems training, preferably within community settings.
• Qualified trainers, assessors, and moderators with relevant SETA accreditation and experience in adult education.
• Ability to develop practical, learner-centered training methodologies that align with industry standards and community needs.
• Capacity to manage administrative tasks such as learner recruitment, screening, placement, and reporting.
• Proven track record in community engagement and working with vulnerable groups, including persons with disabilities.
• Compliance with legal, safety, and quality assurance standards required for training delivery.
