Objectives

The primary objective of this tender is to appoint a service provider to facilitate the development, implementation, and maintenance of a Safety, Health, and Environment (SHE) Management System for Prasa Kzn. The service provider will apply principles of risk management, address safety, health, and environmental requirements, hazards, and ensure compliance within a technical context, including training and capacity building through SAMTRAC courses.

Scope

The scope includes:

• Facilitating the development, implementation, and ongoing maintenance of a SHE Management System.
• Applying risk management principles to safety, health, and environmental hazards.
• Addressing safety, health, and environmental requirements and hazards in a technical environment.
• Providing training through SAMTRAC courses on safety, health, environment, and risk management.
• Supporting environmental impact assessments, waste management, disaster preparedness, and social responsibility initiatives.

Technical Requirements

The technical requirements include:

• Development and maintenance of a SHE Management System aligned with industry standards.
• Application of risk management principles to identify and address hazards.
• Delivery of SAMTRAC training courses covering topics such as occupational hygiene, safety signs, equipment handling, emergency response, and environmental management.
• Provision of qualified facilitators with relevant accreditation and experience.
• Ensuring compliance with sector-specific legislation and ETQA standards.
• Implementation of health and safety procedures, hazard control, and disaster management protocols.

Skills Requirements

The skills and qualifications required from the service provider and facilitators include:

• Accredited facilitators and assessors with relevant ETQA registration.
• Proven experience in developing and implementing SHE management systems.
• Training delivery expertise in SAMTRAC or equivalent health and safety courses.
• Knowledge of occupational hygiene, risk management, environmental impact assessments, and legislative compliance.
• Ability to conduct hazard identification, risk assessment, and control measures.
• Strong communication skills at NQF Level 4 or higher.
• Experience in technical environments such as transportation, manufacturing, or infrastructure sectors.
