Objectives

The primary objective of this tender is to procure medical testing and surveillance services for CSIR employees at regional sites in the Western Cape and Kwa-Zulu Natal over a period of five years. The services aim to ensure workers' fitness to work, compliance with occupational health and safety regulations, and effective medical surveillance as mandated by relevant legislation.

Scope

The scope includes:

• Provision of medical testing and surveillance services at CSIR sites in Western Cape (Rosebank and Stellenbosch) and Kwa-Zulu Natal (Durban).
• Services to be provided both on-site and at the service provider’s premises, including mobile testing options.
• Testing of workers to establish fitness for work, including tests such as audiometry, spirometry, X-rays, and other diagnostic procedures.
• Testing facilities must be within a 40 km radius of the specified CSIR sites.
• List of tests offered must meet specified requirements, and staff must meet professional registration standards.

Technical Requirements

The technical requirements include:

• Capacity to perform medical surveillance testing as per relevant legislation (e.g., Basic Conditions of Employment Act, Mine Health and Safety Act, Occupational Health and Safety Act, Hazardous Substances Act).
• Availability of mobile testing facilities and on-site testing options.
• Provision of specific tests such as physical examinations, audiometry, spirometry, X-rays, and other diagnostic services.
• Staff must be appropriately qualified and registered, including Occupational Medical Practitioners (HPCSA), Occupational Health Nurses (SANC, SASOHN), and trained audiometrists and spirometry testers.
• Provision for testing on service provider’s premises and mobile units, with costs associated with mobilization and travel included.

Skills Requirements

The bidder must demonstrate:

• Qualified personnel including Occupational Medical Practitioners registered with HPCSA.
• Occupational Health Nursing Practitioners registered with SANC and SASOHN.
• Personnel trained and certified in audiometry, spirometry, and vision testing.
• Experience in providing occupational health testing services, with at least three contactable references for similar work completed between 2020 and 2026.
• Capability to operate mobile testing units and conduct tests at multiple sites within specified geographic constraints.
