Objectives

The primary objective of this tender is to appoint a qualified, accredited, and experienced service provider to conduct ISO/SANS 37001 Anti-Bribery Management System (ABMS) Certification Audit Services. This will enable the National Lotteries Commission (NLC) to obtain certification against ISO/SANS 37001 and enhance its anti-bribery, ethics, and compliance environment.

Scope

The scope of work is limited to providing complete ISO/SANS 37001 certification audit services, specifically covering:

• Conducting Stage 1 and Stage 2 certification audits in line with international standards.
• Ensuring all auditors are accredited by SANAS or recognized international accreditation bodies.
• Providing the final certification pack, including the certification decision report, audit findings summary, and formal certificate.
• Delivering all required audit reports, certification decision documents, attendance registers, evidence logs, and audit checklists.

The service is strictly limited to the certification process only, with a project duration of approximately one year from appointment.

Technical Requirements

The technical requirements for the service provider include:

• Accreditation: Auditors must be accredited by SANAS or an internationally recognized accreditation body (member of IAF).
• Auditor Competence: Auditors must be qualified, experienced, competent, and independent.
• Audit Process: Conduct both Stage 1 (gap analysis, readiness review) and Stage 2 (full certification audit) in accordance with ISO/SANS 37001 standards.
• Audit Team: All assigned auditors must hold valid Lead Implementer or Lead Auditor certifications for ISO 37001, with relevant experience.
• Final Deliverables: Provide certification decision report, audit findings summary, formal certificate, and supporting documentation such as attendance registers and audit checklists.

Skills Requirements

The skills and qualifications required from the service provider and its team include:

• Company Accreditation: Must be an accredited certification body authorized to issue ISO/SANS 37001 certificates.
• Auditor Qualifications: Auditors must possess:
• Valid ISO 37001 Lead Implementer or Lead Auditor certification.
• Proven experience in conducting ISO/SANS 37001 certification audits, with a minimum of 1 year experience, preferably more.
• Audit Experience: Demonstrated previous experience in conducting ISO/SANS 37001 audits, with at least five reference letters from relevant clients confirming successful audits.
• Team Leader Skills: The team leader must have relevant qualifications, experience in certification audits (minimum 2 years), and demonstrate leadership capabilities.
• Methodology: Ability to submit a detailed audit methodology and approach, outlining deliverables, project plan, and audit process.
