Objectives

The primary objective of this tender is to procure a service provider to conduct a comprehensive risk assessment of the existing Major Hazard Installation (MHI), specifically the Acid, Salt, and Fluorine Plant, in accordance with Major Hazard Installation (MHI) regulation requirements and AIA standards. The assessment aims to identify potential hazards, evaluate risks, and ensure compliance with safety and regulatory standards to maintain safe plant operations.

Scope

The scope of work includes:

• Performing a detailed risk assessment of the existing plant infrastructure, including the Acid, Salt, and Fluorine Plant.
• Providing an independent inspection and validation by an Approved Inspection Authority (AIA).
• Delivering a comprehensive report outlining identified hazards, risk levels, and recommended mitigation measures.
• Engaging with site personnel and ensuring adherence to safety protocols during the assessment.

The service is specifically targeted at the Major Hazard Installation within Pelchem’s facilities, with a focus on compliance with relevant regulations and standards.

Technical Requirements

The technical requirements include:

• Provision of a qualified service provider capable of conducting risk assessments on complex chemical processing plants.
• Adherence to MHI regulation requirements and AIA standards for inspection and assessment.
• Submission of a detailed methodology and technical approach supporting the risk assessment process.
• Provision of all necessary documentation, including safety reports, inspection certificates, and compliance evidence.
• Participation in a compulsory site briefing session prior to commencement.

Skills Requirements

The skills and qualifications required for the service provider include:

• Proven experience in conducting risk assessments for Major Hazard Installations, particularly in chemical manufacturing environments.
• Certification and accreditation from an Approved Inspection Authority (AIA).
• Expertise in chemical process safety, hazard identification, and risk mitigation strategies.
• Knowledge of relevant South African regulations, including MHI regulations and AIA standards.
• Ability to prepare comprehensive safety and risk assessment reports.
• Strong project management and communication skills to coordinate with site personnel and stakeholders.
