Objectives

The primary objective of this tender is to procure control valves and associated components necessary for the PTFE Filter Destruction Project at Necsa. The supply includes various types of control valves, pressure regulators, and instrumentation to facilitate the safe and efficient destruction of PTFE filters containing uranium. The project aims to establish a laboratory-based plasma gasification demonstration facility that volumetrically reduces uranium-containing PTFE candle filters, requiring reliable and compliant control valves to regulate process gases and pressures within specified parameters.

Scope

The scope encompasses the supply of:

• System control valves as detailed in the attached Valve List and Specification Sheets.
• Pressure regulators for gases such as oxygen, nitrogen, argon, methane, LPG, and others.
• Instrumentation including pressure regulators, control valves, and associated actuation mechanisms.
• Valves and regulators must meet specified mechanical, material, and safety standards, including ATEX ratings where applicable.
• Provision of necessary documentation, including datasheets, control loop specifications, and certification evidence.
• Compliance with safety classifications, quality standards, and technical requirements outlined in the specifications.

The supply also involves ensuring compatibility with existing process conditions, including pressure, temperature, and gas composition, and adherence to relevant standards and certifications.

Technical Requirements

General Technical Specifications

• Control valves and pressure regulators must be suitable for gases such as oxygen, nitrogen, argon, methane, LPG, and others, with specified flow rates, pressures, and temperatures.
• Valves should be of globe type with fail positions (fail closed or open as specified), linear control characteristics, and capable of automatic operation via PLC with 4-20 mA positioners.
• Materials of construction must include stainless steel (e.g., ASTM A182-F316/316L) for wetted parts, with supplier advised on non-wetted parts.
• Pressure regulators should accommodate inlet pressures up to 21,100 kPa(g) and outlet pressures as specified, with appropriate pressure drops and flow capacities.
• All valves and regulators must meet safety classifications (SC-2, SC-3), quality standards (ISO 9001), and be ATEX rated where applicable.
• Mechanical properties include materials such as flexible graphite, stainless steel, and anti-extrusion rings, with flange ratings up to Class 1500 or 3000 as specified.
• Instrumentation must include pressure gauges, limit switches, and display units as specified.

Documentation and Certification

• Suppliers must provide datasheets, control loop specifications, and relevant certification documents.
• ISO 9001 certification for the supplier and OEM is mandatory.
• Pressure and flow data, energy balance calculations, and compliance with safety standards must be included.

Additional Technical Conditions

• Lead times for product availability are specified (e.g., within 4 to 8 weeks).
• All components must be compatible with existing process conditions and process gases.
• Control valves must be capable of automatic PLC control with specified actuation mechanisms and feedback signals.
• Pressure regulators and control valves should be rated for the maximum differential pressures and flow rates specified in the detailed sheets.
