Objectives

The primary objective of this tender is to appoint a professional engineering consultant responsible for monitoring investigations, designing, implementing, and overseeing the replacement of Airfield Ground Lighting (AGL) systems at Airports Company South Africa’s George Airport. The consultant will ensure that the project adheres to ICAO standards, safety regulations, and company policies, from design through to project closeout, within a period not exceeding 36 months.

Scope

The scope encompasses:

• Design, supply, installation, and commissioning of AGL systems including runway, taxiway, approach, and associated lighting and signage.
• Development of detailed design information, equipment specifications, and technical documentation.
• Implementation of control, monitoring, and safety systems aligned with ICAO and SACAA standards.
• Testing, validation, and handover of the installed systems.
• Ongoing maintenance planning and system monitoring post-installation.

The project also involves compliance with relevant legislation, standards, and safety protocols, ensuring uniformity across the airport’s lighting systems and integration with existing airport infrastructure.

Technical Requirements

The technical requirements include:

• Design and installation of frangible, durable, and ICAO-compliant lighting fixtures and supporting structures.
• Implementation of emergency lighting, aeronautical beacons, approach lighting, PAPI systems, and runway/taxiway lighting in accordance with ICAO Annex 14 and SACATS standards.
• Use of compatible light source technologies, with a preference for LED systems, ensuring uniformity across lighting systems.
• Electrical systems designed for reliability, including constant current regulators, transformers, underground cabling, and power supply considerations.
• Control and monitoring systems compliant with ICAO and FAA standards, capable of automatic fault detection, real-time status reporting, and remote operation.
• Adherence to environmental and safety standards, including frangibility, durability, and environmental resilience of lighting and electrical components.
• Factory acceptance testing, system commissioning, and comprehensive maintenance and handover procedures.

Skills and Qualification Requirements

The successful bidder must demonstrate:

• Proven experience in designing, installing, and maintaining airport ground lighting systems, with a minimum project value of R10 million per project, completed within the last 15 years.
• Involvement in at least one project specifically related to Airfield Ground Lighting (AGL) systems, with evidence of full lifecycle participation from design to commissioning.
• Professional registration with the Engineering Council of South Africa (ECSA) as a Professional Electrical Engineer (Pr. Eng) or Technologist (Pr. Tech Eng).
• Experience of key personnel in electrical engineering services for airport lighting, including familiarity with ICAO standards and relevant FAA circulars.
• Capability to provide project references, client letters, and proof of project scope, value, and completion dates.
• Ability to develop and implement control, monitoring, and safety systems in compliance with ICAO and SACAA regulations.
• Competence in conducting factory acceptance tests, electrical testing, and system validation.
• Knowledge of environmental conditions affecting electrical and lighting systems, and experience with underground electrical systems and cable installation methods.

The tender aims to select a qualified engineering consultancy with extensive experience in airport ground lighting systems, capable of delivering a compliant, reliable, and safe AGL upgrade within a 36-month period.
