Objectives

The primary objective of this tender is to appoint a service provider to conduct recruitment probity checks and psychometric assessments for the National Lotteries Commission (NLC) over a period of five (5) years. The aim is to ensure thorough background screening and competency evaluation of candidates to support effective recruitment processes.

Scope

The scope of work includes providing:

• Background screening and probity checks such as criminal record checks, ID verification, driver’s license validation, matric and post-matric qualification verification, employment references, credit checks, and membership certifications.
• Competency assessments to measure skills, knowledge, behaviors, technical abilities, problem-solving skills, and interpersonal strengths relevant to job performance.
• An online system enabling NLC officials to input information and generate reports to facilitate continuous and effective recruitment vetting.

Technical Requirements

The technical specifications include:

• Provision of background checks across all nine provinces, including fingerprint-based criminal record checks via AFISwitch.
• Validation of identification documents, driver’s licenses, academic qualifications, and employment history.
• Delivery of competency assessments that evaluate technical skills, problem-solving, and interpersonal strengths.
• An online platform for data input and report generation to support ongoing recruitment activities.
• Provision of at least three (3) verifiable client references demonstrating experience in similar services.
• Implementation plan outlining how the services will be delivered within specified timeframes.

Skills Requirements

The successful service provider must demonstrate:

• Minimum of ten (10) years of experience in background screening and competency assessments.
• Proven expertise in conducting comprehensive probity checks and psychometric evaluations.
• Capability to develop and maintain an online system for data management and reporting.
• Strong project management skills with a clear implementation plan.
• Ability to provide qualified personnel with relevant experience and achievements in similar projects, supported by CVs and organizational structure.
• Capacity to deliver services continuously over the five-year period with quality assurance and compliance with applicable legislation.
