Objectives

The primary objective of this tender is to secure a contractor for the provision of aeronautical ground lighting (AGL) maintenance services at George Airport for a period of 12 months. The contract aims to ensure the proper functioning, safety, and compliance of ground lighting systems critical for airport operations.

Scope

The scope includes:

• Maintenance of aeronautical ground lighting systems as specified in Annexure A and B, including equipment inspections, repairs, and replacements.
• Semi-annual and annual maintenance activities, including cleaning, inspection, alignment, and lamp replacement.
• Repairs beyond preventative maintenance, including electrical and civil repairs as detailed in Annexure F.
• Provision of call-outs and repairs with prior authorization, spares procurement, permits, and associated activities.
• Maintenance of signage, windsocks, floodlights, transformers, cabling, and other related infrastructure.
• Compliance with relevant standards such as SANS 10142, OHS Act, and Annex 14.

Technical Requirements

The technical requirements include:

• Adherence to specifications outlined in Annexure A and B for equipment and system maintenance.
• Provision of qualified personnel with relevant experience and certifications, including key personnel CVs and qualifications (Annexures E, F, G).
• Implementation of maintenance activities as per Annexure B, including torqueing, resealing, cleaning, and alignment.
• Provision of necessary tools, equipment, and consumables, including lamps, spares, and repair materials.
• Compliance with safety, security, and permit requirements, including submission of safety files and permits (Annexure C).
• Use of approved procedures for repairs, replacements, and system calibration.
• Provision of calibration and testing equipment such as MALMS, theodolite, and photometric equipment (Annexure F).

Skills Requirements

The tender specifies the following skills and qualifications:

• Qualified Contract Manager, Technicians, and Skilled Labour with relevant experience in airport ground lighting systems.
• Proof of experience in maintaining similar airfield ground lighting facilities, supported by reference letters and certificates (Annexure C and D).
• Relevant certifications for personnel, including qualifications in electrical, civil, and systems maintenance (Annexure G).
• Experience in electrical civil repairs, system calibration, and emergency repairs.
• Security vetting and familiarity with airport safety and security protocols.
• Availability of key personnel with proven track record in airport or similar critical infrastructure maintenance.
