Objectives

The primary objective of this tender is to appoint a qualified, accredited, and experienced service provider to conduct ISO/SANS 37001 Anti-Bribery Management System (ABMS) Certification Audit Services for the National Lotteries Commission (NLC). The aim is to enable the NLC to obtain certification against ISO/SANS 37001 and to strengthen its anti-bribery, ethics, and compliance environment.

Scope

The scope of work is limited to providing complete ISO/SANS 37001 certification audit services, specifically covering:

• Conducting Stage 1 and Stage 2 certification audits in line with international standards.
• Ensuring all auditors are accredited by SANAS or recognized international bodies, qualified, experienced, competent, and independent.
• Providing the final certification pack, including the certification decision report, audit findings summary, and formal certificate.
• Delivering all required deliverables such as the ISO/SANS 37001 certificate, certification decision records, attendance registers, evidence logs, and audit checklists.

Technical Requirements

The technical requirements for the service provider include:

• Provision of complete certification audit services for ISO/SANS 37001, limited to the certification process.
• All auditors must be accredited by SANAS or a recognized international accreditation body.
• Auditors must be qualified, experienced, competent, and independent.
• Provision of a detailed audit methodology and approach outlining deliverables.
• Demonstration of previous experience in conducting ISO/SANS 37001 certification audits, including relevant references.
• Provision of team qualifications, certifications, and CVs, especially for the team leader and technical auditors.
• Submission of a comprehensive methodology and approach for the audit process.

Skills Requirements

The skills and qualifications required from the service provider include:

• Auditors: Must hold ISO 37001 Lead Implementer or Lead Auditor certifications, with proven experience in certification audits (minimum 1 year experience, with more preferred).
• Team Leader: Must possess relevant ISO 37001 Lead Auditor/Implementer certification and have experience in leading audit teams.
• Experience: Demonstrated previous experience in conducting ISO/SANS 37001 audits, with at least 1 year of relevant experience, and experience working with public sector organizations is preferred.
• Qualifications: Team members should have relevant academic/professional qualifications in auditing, compliance, or risk management (e.g., BCom, LLB, Internal Audit, Risk Management), with relevant certifications and CVs provided.
• Methodology: Ability to submit a detailed approach and methodology for the audit process, including deliverables and timelines.
