Objectives

The primary objective of this tender is to select a qualified construction company to undertake building works at Oliewenhuis Art Museum, including repairs, refurbishment, waterproofing, plastering, tiling, and painting, in accordance with the specifications and standards outlined in the tender documents.

Scope

The scope encompasses all construction activities required for the renovation and repair of Oliewenhuis Art Museum, including but not limited to:

• Building repairs and refurbishment
• Roof waterproofing and repairs
• Plastering, tiling, and painting
• Installation of new gutters, downpipes, and parapet copings
• Structural and waterproofing works on roofs and walls
• Provision of all necessary temporary works, safety measures, and site management

The contractor must perform all activities as directed by the project architect or project management team, ensuring compliance with relevant standards and regulations.

Technical Requirements

The technical requirements include:

• Verification of professional credentials via CIDB, ECSA, ECA, or ECB and WBA
• Provision of a comprehensive health and safety plan, including risk assessments and safety policies
• Compliance with Occupational Health and Safety Act and Construction Regulations
• Submission of valid registration certificates (CIDB grading 2GB or higher, ECSA registration)
• Provision of references demonstrating experience in repairs and refurbishment of buildings
• Preparation of detailed activity schedules, methodology, and project timelines
• Adherence to specifications for waterproofing, plastering, tiling, and painting as per the tender documents
• Provision of warranties for materials and workmanship
• Implementation of environmental and disturbance management measures during construction

Skills and Qualification Requirements

The tender specifies the following skills and qualifications for personnel:

• Construction Manager or Site Agent with at least 5 years’ experience in building/civil works
• Qualified personnel with relevant degrees or diplomas in construction management, civil engineering, or related fields
• CVs of key personnel demonstrating relevant experience and qualifications
• Provision of references and previous work experience in repairs and refurbishment projects
• Active registration with CIDB (grading 2GB or higher) and ECSA (for construction managers or project managers)
• Competent safety officers and supervisors appointed in writing, with proof of registration and relevant training
• Ability to develop and implement health and safety plans, environmental management, and project management strategies
