Objectives

The primary objective of this tender is to procure a qualified service provider to deliver comprehensive architectural and project management services for the preparation of as-built building plans of the National Museum's heritage buildings. The service aims to produce accurate, certified, and compliant as-built drawings to support heritage conservation, regulatory compliance, and future development or maintenance activities.

Scope

The scope of work includes:

• Conducting detailed site surveys of existing buildings, including Raadsaal & Wagon Museum, Oliewenhuis Art Museum (Main Building, Reservoir, Terrace), and Florisbad Storage.
• Verifying and capturing all architectural, structural, electrical, and mechanical layouts.
• Producing complete as-built architectural drawings (floor plans, elevations, sections) in DWG and PDF formats.
• Providing two printed sets of drawings (A1/A0 size as applicable).
• Ensuring drawings are compliant with local building regulations and municipality requirements.
• Liaising with the Mangaung Metro Municipality for review and approval of the plans.
• Providing certification and approval documentation where applicable.

Technical Requirements

The technical requirements for the project include:

• Provision of accurate, scaled AutoCAD DWG files and PDF versions.
• Hard copies of printed plans (2 sets, A1/A0 size).
• Site survey and verification of existing drawings.
• Capture and produce detailed as-built drawings in compliance with local regulations.
• Certification and approval of drawings as per regulatory standards.
• Submission of all drawings in DWG and PDF formats, ensuring proper labeling, referencing, and dimensional accuracy.

Skills and Qualifications Requirements

The bidder must demonstrate:

• Establishment as a reputable architectural firm with services operational in South Africa, verified through SACAP and SACPCMP credentials.
• Experience in heritage building projects, supported by at least 3 reference letters on company letterhead, signed by a delegated official, and not older than 24 months.
• Proven capability to conduct detailed site surveys and produce compliant as-built drawings.
• Qualified lead architect and team members with relevant experience, with CVs summarizing their expertise and roles.
• Financial stability demonstrated through audited or reviewed financial statements for the past 3-5 years, with minimum income thresholds.
• Capacity to deliver the project within the specified timeframe, with human resources experienced in architectural services, especially heritage and compliance projects.
• Compliance with all compulsory documentation, including CIPC registration and proof of tax compliance.
