Objectives

The primary objective of this tender is to appoint a service provider to conduct an assessment, provide quotations, and carry out refurbishment, testing, and leveling of the earthing systems and concrete slabs at Lightning Detection Network (LDN) sites operated by the South African Weather Service (SAWS). The assessment aims to evaluate the current state of the earthing and concrete slabs, ensuring compliance with national standards, and to facilitate effective repairs and upgrades to support optimal site operations. Additionally, the project includes training SAWS personnel on earthing and concrete slab refurbishment procedures.

Scope

The scope of work encompasses:

• Assessment of the current condition of concrete slabs at each LDN site, including strength and structural integrity, as detailed in the assessment report.
• Assessment of earthing systems at each site, ensuring compliance with national standards, including measurements and resistance testing (<10 ohms).
• Provision of quotations for necessary repairs and refurbishment based on the assessment findings.
• Implementation of earthing and concrete slab refurbishment, testing, and leveling at designated sites.
• Training of 10 SAWS personnel on earthing and concrete slab refurbishment procedures, including the provision of training materials, conducted at the service provider’s premises or SAWS Irene Office.
• Site visits and validation of the existing infrastructure, capacity, and compliance before awarding the contract.

Technical Requirements

The technical requirements for the tender include:

• Compliance of all products and systems (earthing and concrete slabs) with relevant national standards and specifications.
• Use of qualified personnel with CIDB grading of at least 2EB or 2EP for electrical work and 2GB or higher for civil engineering work.
• Provision of Certificates of Compliance for earthing systems and concrete work, conforming to civil engineering standards.
• Assessment reports detailing the current condition of slabs and earthing systems, including measurements and resistance values.
• Preparation of quotations for repairs based on assessment findings.
• Attendance at a mandatory briefing session to understand the scope and technical specifications.
• Adherence to safety, quality, and civil engineering standards during refurbishment and testing activities.
• Provision of written confirmation that the offered products and services meet the specified technical specifications.
• Training delivery including materials, conducted by qualified trainers, with SAWS personnel present.
