Objectives

The primary objectives of this tender are to appoint a service provider for foreign language training in French and Portuguese, specifically targeting three staff members to equip them with foundational skills for effective communication in cross-border contexts. Additionally, the tender aims to improve regional passenger and freight transport, introduce regulated competition, reduce operational constraints, and enhance oversight and monitoring functions within the cross-border road transport sector.

Scope

The scope includes:

• Provision of language training for three participants in beginner-level French and Portuguese, delivered over approximately 3 months in an online, modular or blended format.
• Delivery of a high-impact beginner programme focusing on basic professional and cross-border communication, cultural understanding, and confidence building.
• Provision of related training materials, including a detailed price quotation, and ensuring the training meets specified specifications and terms of reference.
• Supporting the agency’s backup and data protection needs through procurement of media such as backup tapes and labels.

Technical Requirements

The technical requirements include:

• Delivery of language training via online mode, focusing on beginner-level proficiency in French and Portuguese.
• Training duration of approximately 3 months, delivered in a modular or blended format.
• Provision of training materials and a detailed course outline demonstrating how participants will achieve the expected outcomes.
• Compliance with all specified specifications, including delivery timelines and quality standards.
• Provision of a firm pricing schedule, including VAT at 15%, and a detailed price quotation on company letterhead.
• Adherence to the procurement and bidding procedures, including submission of all required documentation such as Central Supplier Database registration, tax compliance, and preference claim forms.
