Objectives

The primary objective of this tender is to establish a panel of service providers from industry, research institutions, and academia to deliver ICT research advisory, consultancy, and subscription services over a period of three (3) years. The initiative aims to foster innovation, support digital transformation, enhance ICT policy and strategy development, and facilitate collaboration between academia and industry to support government ICT initiatives.

Scope

The scope encompasses two main service categories:

• ICT Research Advisory and Consulting Services: Providing research-based insights on ICT products, solutions, trends, governance, enterprise architecture, benchmarking, digital transformation, 4IR, cloud computing, business intelligence, knowledge management, open innovation, and cybersecurity. Activities include research, analysis, strategy support, development of frameworks, proof of concepts, and advisory on ICT challenges.
• ICT (including Telecommunications) Research Subscription Services: Offering subscription-based access to specialized content, reports, and analysis covering ICT products, trends, governance, enterprise architecture, benchmarking, digital transformation, 4IR, cloud computing, business intelligence, knowledge management, open innovation, and cybersecurity. This includes advisory support, resource tools, templates, and forums for collaboration.

Technical Requirements

The bid must demonstrate compliance with the following technical requirements:

• Provision of research advisory and consultancy services across specified ICT domains, with proven experience in executing research assignments in these areas.
• Delivery of ICT research subscription services covering a broad range of topics such as ICT products, trends, governance, enterprise architecture, benchmarking, digital transformation, 4IR, cloud computing, business intelligence, knowledge management, open innovation, and cybersecurity.
• Provision of evidence of at least two completed projects in the last five years, including client references, scope, and methodologies used.
• CVs of research teams assigned to projects, demonstrating relevant expertise and experience.
• Adherence to all mandatory bid submission and contractual conditions, including compliance with government procurement standards and confidentiality requirements.

• Analysis and evaluation of arguments and evidence in ICT contexts
• Technical report writing and presentation skills
• Experience with research frameworks and statistical analysis techniques
• Capacity to transfer knowledge and provide skills development/training in ICT research and advisory services
