Objectives

The primary objective of this tender is to appoint a service provider to supply cleaning staff for beaches and beach facilities along the route from Southbroom to Port Edward. The cleaning services are to be provided exclusively on weekdays (Monday to Friday) over a period of three years, ensuring cleanliness and hygiene of specified beaches, facilities, and public amenities within the municipality's jurisdiction.

Scope

The scope of work includes:

• Cleaning beaches and associated facilities on specified beaches including Southbroom main beach, Granny’s Pool, Umkobi Beach, Marina Beach, Trafalgar Beach, Palm Beach, Glenmore Beach, Kidd’s Beach, and T.O. Strand.
• Cleaning public facilities such as toilets, grassed areas, and access points at designated beaches, with a frequency of three times daily during school holidays and peak periods.
• Cleaning beaches and access points between Southbroom and Port Edward that are not explicitly listed, through roving beach cleaners.
• Assisting during floods and storm debris removal as needed.
• Providing additional staff during peak periods such as school holidays, with prior approval.

The contractor must also ensure the maintenance of hygiene standards, proper waste management, and the provision of necessary cleaning equipment and vehicles.

Technical Requirements

• Provision of adequately trained and supervised cleaning staff for beaches and facilities.
• Use of suitable cleaning equipment, vehicles, and materials, including water testing kits, chlorine, and acids.
• Staff to wear specified uniforms with reflective strips, clearly labelled with the company name and municipality logo.
• Staff attendance and work performance to be monitored through monthly attendance registers and staff contracts, including proof of identity and wages.
• Provision of insurance cover including public liability (minimum R5,000,000) and workers’ compensation.
• Adherence to health, safety, and environmental standards, including regular reporting of maintenance issues.
• Compliance with statutory registration requirements such as BCCCI registration and tax compliance.

Skills Requirements

• Experience in beach and public facility cleaning, with a minimum of 1 to 3 years relevant experience for staff and management.
• Capacity to manage and supervise a team of cleaning staff effectively.
• Ability to operate cleaning machinery and vehicles, maintain hygiene standards, and handle waste management efficiently.
• Knowledge of health and safety regulations, including the use of protective clothing and handling hazardous chemicals.
• Proficiency in record-keeping, reporting, and compliance documentation.
• Good communication skills for coordination with municipal officials and reporting on service delivery.
