Objectives

The primary objective of this tender is to appoint a service provider to supply cleaning staff and related services for beaches and beach facilities along the route from Southbroom to Port Edward. The cleaning services are to be provided exclusively on weekdays (Monday to Friday) over a period of three years, ensuring cleanliness, hygiene, and maintenance of specified beaches and public amenities within the municipality's jurisdiction.

Scope

The scope of work includes:

• Cleaning beaches, facilities, and access points on specified beaches such as Southbroom main beach, Granny’s Pool, Umkobi Beach, Marina Beach, Trafalgar Beach, Palm Beach, Glenmore Beach, Kidd’s Beach, and T.O. Strand.
• Cleaning of public facilities (toilets, changing rooms, etc.) on beaches not patrolled by lifeguards, with cleaning frequency of three times daily during school holidays and peak periods.
• Provision of roving beach cleaners to cover beaches and access points not explicitly listed, and to assist during floods or storm debris removal.
• Maintaining hygiene and waste management, including waste collection and disposal, along with provision of necessary cleaning equipment and vehicles.
• Supervision of staff, ensuring proper attire, safety, and adherence to health standards.

The contract duration is three years, with specific requirements for staff supervision, equipment, and operational standards as detailed in the tender documents.

Technical Requirements

• Provision of adequately trained and supervised cleaning staff, with proof of employment and attendance registers submitted monthly.
• Use of appropriate cleaning equipment, vehicles, and chemicals, including water quality testing kits, chlorine, and acids.
• Staff uniforms with reflective strips, clearly labeled with company and municipal logos.
• Compliance with health, safety, and environmental standards, including regular maintenance and reporting of public facility conditions.
• Insurance coverage including public liability (minimum R5,000,000) and workers' compensation.
• Adherence to specified working hours, with extended hours during holidays and special events.
• Participation in inspections and adherence to contractual standards, with the ability to respond to emergencies and storm debris removal.

Skills Requirements

• Experience in beach and public facility cleaning, with a minimum of 1-3 years relevant experience as evidenced by appointment letters and certificates.
• Capacity to supply and manage a team of cleaning staff, including supervision and training.
• Proficiency in operating cleaning machinery, vehicles, and handling chemicals safely.
• Knowledge of health and safety regulations, waste management, and environmental standards.
• Ability to submit accurate documentation such as attendance registers, staff contracts, and insurance certificates monthly.
• Good communication skills for liaising with municipal officials and responding to inspections and queries.
