Objectives

The primary objective of this tender is to appoint a service provider (SP) to support the Fisheries Management branch of the Department of Forestry, Fisheries and the Environment (DFFE) / Marine Living Resources Fund (MLRF) in providing comprehensive security services at the Paarden Eiland Facility. The services include armed response to electronic intruder detection alarm systems, installation and repair of electrically fences, installation of intruder beams and CCTV cameras, monitoring of CCTV cameras after hours, and maintenance of the entire electronic security system over a period of 36 months.

Scope

The scope of work encompasses:

• Provision of 24-hour armed response to intruder alarms at the Paarden Eiland Facility.
• Installation and repair of electrical fences, intruder beams, and CCTV cameras.
• Monitoring CCTV cameras after hours.
• Maintenance and servicing of the entire electronic security system, including all related hardware and software components.
• Ensuring compliance with relevant security standards and policies.
• Recording and reporting security incidents.

Technical Requirements

• Provision of a 24-hour armed response service with a maximum dispatch time of 10 minutes.
• Installation of six (6) CCTV cameras for surveillance.
• Installation and repair of electrically fences, intruder beams, and CCTV cameras.
• Monitoring of CCTV systems after hours.
• Maintenance of all security electronic systems, including hardware and software components.
• Service provider must be registered with the Private Security Industry Regulatory Authority (PSIRA) and the South African Intruder Detection Services Association (SAIDSA).
• Service providers must have at least 5 years of relevant experience and a local footprint within 50 km of Paarden Eiland.
• All equipment used must carry warranties or guarantees as per manufacturer specifications.
• Provision of detailed records of alarm responses, maintenance activities, and incident reports.

Skills Requirements

• Proven experience in providing 24-hour armed response services for electronic security systems.
• Technical expertise in installing, repairing, and maintaining CCTV cameras, electrical fences, and intruder beams.
• Registered security personnel with PSIRA certification.
• Ability to respond promptly and effectively to security alarms and incidents.
• Capability to supply and install security hardware and software components, with appropriate warranties.
• Experience in security system monitoring and incident reporting.
• Knowledge of relevant security standards, policies, and legal requirements.
