Objectives

The primary objective of this tender is to appoint a service provider (SP) to supply and deliver safety protective clothing for the Fisheries Management branch of the Department of Forestry, Fisheries and the Environment (DFFE) / Marine Living Resources Fund (MLRF). The focus is on ensuring the provision of appropriate protective gear to support marine and fisheries operations, with a specific emphasis on sourcing from Western Cape service providers.

Scope

The scope of work includes:

• Provision of safety protective clothing as detailed in Annexure A, including offshore sailing trousers (size large, red, waterproof, breathable, with stretch systems and adjustable features) and steel-toed yacht rubber boots (size 9, black or blue).
• Supply and delivery of the specified protective clothing to the designated delivery address in Cape Town (Foretrust building, Martin Hammerschlag Way, Foreshore, Cape Town, 8001).
• Adherence to technical specifications and quality standards outlined in the tender documents.
• Compliance with local content requirements (100% local production) and other procurement policies.

Technical Requirements

The technical specifications for the protective clothing are as follows:

• Offshore Sailing Trousers: Size large, red, constructed with XPLORE waterproof and breathable fabric, designed for extreme wet weather protection. Features include high wear areas with stretch bracer systems, increased front height, adjustable ankle closures, and durable construction.
• Yacht Rubber Boots: Steel-toed, tall, with side zip or drawstring, size 9, in black or blue color.

Additional specifications are detailed in Annexure A, which must be adhered to for quality and compliance.

Skills Requirements

The skills and qualifications required from the service provider include:

• Registration on the Central Supplier Database (CSD) and valid tax clearance and B-BBEE verification certificates.
• Proven experience in supplying safety protective clothing, preferably within the maritime or fisheries sectors.
• Ability to meet technical specifications and quality standards specified in the tender documents.
• Capacity to deliver the specified items within the stipulated timeframe (60 days from the issuance of the purchase order).
• Compliance with local content requirements and procurement policies.
• Capability to provide detailed quotations, breakdowns, and supporting documentation as required.
