Objectives

The primary objective of this tender is to appoint a qualified service provider to render comprehensive cleaning services for the Department of Public Works & Infrastructure at the Old Ford House Building in Gqeberha, for a period of twenty-four (24) months. The aim is to ensure the maintenance of a clean, hygienic, and safe environment within the specified premises, adhering to all relevant health, safety, and environmental standards.

Scope

The scope of work includes, but is not limited to:

• Cleaning of all building floors, offices, passages, staircases, and common areas.
• Cleaning of ablution facilities, including toilets, urinals, washbasins, and shower cubicles.
• Cleaning of windows, windowpanes, blinds, and high surfaces.
• Cleaning of furniture, fixtures, and electrical appliances.
• Cleaning of kitchen areas and disposal of waste.
• Maintenance of outdoor areas including paved, tarred, grassed, and parking areas.
• Cleaning and servicing of fleet vehicles.
• Management of sanitary disposal bins and related hygiene services.
• Adherence to occupational health and safety standards throughout the contract period.

Technical Requirements

The technical requirements encompass:

• Provision of trained and competent cleaning staff, including a designated supervisor.
• Use of approved cleaning materials, equipment, and consumables as specified in the tender documentation.
• Implementation of a comprehensive Occupational Health & Safety (OHS) plan, including hazard identification, risk assessments, and method statements.
• Adherence to safety protocols, including PPE usage, signage, and emergency procedures.
• Regular inspections, reporting, and record-keeping related to health and safety compliance.
• Proper waste management and disposal in line with environmental regulations.
• Maintenance of cleanliness standards as per the specifications, including daily, weekly, and quarterly tasks.

Skills Requirements

The successful bidder must demonstrate:

• Experience in providing cleaning and hygiene services in similar institutional or governmental settings.
• Knowledge of occupational health and safety legislation and best practices.
• Capability to develop and implement health and safety plans, including hazard assessments and emergency procedures.
• Qualified and trained personnel with appropriate skills in cleaning, equipment operation, and safety compliance.
• Ability to manage and supervise staff effectively, ensuring adherence to quality and safety standards.
• Proficiency in record-keeping, reporting, and communication related to health, safety, and environmental management.
