Objectives

The primary objective of this tender is to procure South African Sign Language (SASL) training for 75 officials of the Limpopo Department of Public Works Roads and Infrastructure (LDPWRI). The training aims to enhance the officials' ability to hold conversations with Deaf individuals and groups on unfamiliar topics using SASL, thereby strengthening communication skills and promoting inclusivity within the department.

Scope

The scope includes:

• Providing a 5-day advanced SASL training course titled "Hold conversations with Deaf individuals and groups of Deaf people on an unfamiliar topic using South African Sign Language".
• Training 75 officials in three groups of 25 participants each, with sessions conducted at the Head Office in Polokwane.
• Developing and delivering a comprehensive programme outline, methodology, assessments, and certification for learners.
• Ensuring facilitators are qualified in Advanced SASL and hold facilitation certificates, with relevant accreditation and affiliation.
• Providing post-training value-added support and ensuring outcomes align with the specified learning outcomes.

Technical Requirements

The technical specifications for the training include:

• The course must be SAQA and SETA accredited at NQF Level 5 with 6 credits, specifically for "Hold conversations with Deaf individuals and groups of Deaf people on an unfamiliar topic using SASL".
• The course content must enable participants to:
• Hold conversations with individuals and groups of Deaf signers on unfamiliar topics using SASL.
• Use grammatical features and vocabulary consistent with SASL requirements.
• Maintain discourse, demonstrate turn-taking, and involve in conversations within Deaf culture and SASL rules.
• Request repetitions, clarifications, and confirmations appropriately.
• Training must be conducted in Head Office, Polokwane, for three groups of 25 participants each.
• Facilitators must be qualified in Advanced SASL, possess facilitation certificates, and be accredited by relevant bodies.
• The programme must include assessments leading to a Certificate of Competence.

Skills Requirements

The tenderer must demonstrate:

• Expertise in delivering advanced SASL training aligned with SAQA and SETA standards.
• Qualified facilitators with proven experience in SASL and facilitation at Level 5.
• Ability to develop comprehensive training programmes, assessments, and certification processes.
• Capacity to provide post-training support and added value services.
• Experience in conducting similar language training for government or institutional clients.
