Objectives

The primary objective of this tender is to conduct a comprehensive review of Eskom’s Culture Transformation Programme, including assessing the strategy, framework, implementation plan, and tracking mechanisms. The review aims to benchmark Eskom’s culture against global and local best practices, develop actionable plans to support desired organizational culture, and ensure alignment with Eskom’s values and strategic goals.

Scope

The scope encompasses:

• Review of Eskom’s existing culture transformation strategy, framework, and implementation plan.
• Development of an action plan to drive the desired organizational culture across divisions/subsidiaries.
• Assessment and review of Eskom’s Organisational Culture Assessment Tool, including benchmarking exercises.
• Design and development of change management and employee engagement plans aligned with Eskom’s strategies and values.
• Knowledge transfer and skills development for relevant internal stakeholders.
• Evaluation of organizational culture expertise, benchmarking experience, delivery approach, team qualifications, and resource capacity.

Technical Requirements

The technical requirements include:

• Conducting benchmarking exercises against comparable organizations.
• Designing fit-for-purpose assessment tools, change management, and employee engagement plans.
• Developing comprehensive action plans with clear deliverables, milestones, and mechanisms for measuring effectiveness.
• Providing detailed methodology, project approach, and implementation strategies.
• Ensuring alignment with Eskom’s Values (Zero Harm, Integrity, Innovation, Sinobuntu, Customer Satisfaction, Excellence).
• Knowledge transfer and capacity building through skills development programs.
• Adherence to Eskom’s safety, health, environment, and quality standards.

Skills Requirements

The skills and expertise required include:

• Organizational culture transformation expertise with experience across comparable organizations (minimum of 4 to 10+ organizations).
• Proven ability to design assessment tools, change management, and employee engagement plans.
• Experience in benchmarking with global and local organizations.
• Delivery approach that is phased, milestone-driven, and role-based with measurable outputs.
• Qualified and experienced team members with a minimum of 10 years’ organizational culture experience, preferably within large utilities or SOEs.
• Capacity to transfer knowledge and build internal skills.
• Strong project management, communication, and stakeholder engagement skills.
