Objectives

The primary objectives of this tender are to appoint a property management entity for the rental of office space in Ladybrand, Free State, for a period of 24 months. The initiative aims to facilitate the leasing of ready-to-use office facilities that meet specific requirements, support the operational needs of the Cross-Border Road Transport Agency (C-BRTA), and ensure compliance with relevant legislation and standards. Additionally, the tender seeks to enhance the efficiency of cross-border transport services by providing suitable office infrastructure and ensuring proper maintenance and security arrangements.

Scope

The scope of the tender includes:

• Provision of office space in Ladybrand, Free State, measuring approximately 235m².
• Office configuration to include at least 5 offices, a storeroom, a boardroom, kitchen, bathrooms, and secure parking bays.
• Lease agreement duration of 24 months, with the possibility of renewal or variation as per approval.
• Landlord responsibilities for maintenance and repairs, including plumbing, electrical, security, landscaping, and cleaning.
• Provision for tenant fit-out, including installation allowances to meet operational requirements.
• Compliance with accessibility standards for disabled persons and security protocols such as CCTV installation.
• Adherence to specified technical and safety standards, including air conditioning, fire detection, backup power, and security systems.

Technical Requirements

The technical specifications for the office space include:

• Location in Ladybrand, Free State, with ready-to-use or minimally renovated space.
• Office space must be conducive to a professional working environment, accessible to disabled persons, and equipped with necessary facilities such as kitchens, bathrooms, and security features.
• Minimum of 6 covered parking bays, assigned to C-BRTA.
• Landlord to handle maintenance of plumbing, electrical systems, fire detection, backup power, doors, windows, building structure, security gates, landscaping, cleaning, pest control, and refuse removal.
• Provision for tenant fit-out, including installation allowances for interior signage and branding.
• Installation of security systems such as CCTV, with the landlord allowing such installations.

Skills Requirements

The bidder must demonstrate the following skills and capabilities:

• Experience in property management and leasing of commercial office spaces, preferably within South Africa.
• Ability to provide comprehensive maintenance and repair services, ensuring a safe and operational environment.
• Knowledge of legal and regulatory compliance related to property leasing, safety standards, and accessibility requirements.
• Capacity to manage tenant fit-out and installation of security and safety systems.
• Proficiency in preparing detailed property proposals, cost breakdowns, and compliance documentation.
• Ability to coordinate with relevant authorities and ensure adherence to procurement and contractual procedures.
