Objectives

The primary objective is to appoint a qualified learning partner to co-design, develop, and support the implementation of sustainability-focused online learning modules for the Land Bank’s Farmer Academy platform. The initiative aims to equip South African farmers with practical knowledge on sustainable agricultural practices, environmental risk management, and supply chain efficiency, directly supporting the Land Bank’s mandate to advance rural development, food security, and socio-economic transformation.

Scope of Work

The successful bidder will collaborate with the Land Bank to create self-paced digital learning content tailored to farmers across different experience levels and enterprise sizes. Key deliverables include:

• Co-development of approximately 45-minute modules covering Sustainability Foundations, Water and Climate Risk, and agricultural supply chains (crop, livestock, and agro-processing).
• Production of multimedia assets including short videos, animations, infographics, interactive scenarios, knowledge checks, quizzes, and reflection exercises.
• Integration of real-life South African farming case studies and adaptation of international best practices to local agricultural contexts.
• Platform implementation support on the Farmer Academy LMS, ensuring full alignment with Land Bank branding and user experience standards.
• Full transfer of intellectual property to the Land Bank, accompanied by strict confidentiality obligations regarding all project outputs and shared institutional data.

Technical Requirements

Bidders must satisfy mandatory compliance and evaluation criteria, including:

• Minimum five years of demonstrated experience in designing, developing, and supporting sustainability-focused online learning modules.
• At least three verifiable client references for comparable projects delivered within the past five years.
• A detailed methodology outlining the approach to instructional design, content development, and post-launch implementation support.
• Valid tax compliance status (TCS PIN or CSD registration), fully completed SBD compliance forms, and a valid B-BBEE certificate or sworn affidavit.
• Submission of a complete pricing schedule with all-inclusive rates; post-award price adjustments will not be entertained.
• Acceptance of the 80/20 preferential procurement scoring model, allocating 80 points to price and 20 points to specific goals such as B-BBEE status.
• Willingness to undergo financial, legal, and reputational due diligence, including FICA/KYC identity verification and POPIA data processing consent.

The service provider must possess a multidisciplinary capability set, including:

• Expertise in instructional design, e-learning authoring tools, and adult learning pedagogy.
• Subject matter proficiency in agricultural sustainability, climate resilience, water auditing, and agro-value chain management.
• Competency in producing high-quality multimedia educational content and interactive digital assessments.
• Proven ability to translate global sustainability frameworks into practical, culturally and contextually relevant training for South African farmers.
• Strong project management and change support skills to ensure seamless platform integration and user adoption.

Farmer Academy: The Land Bank’s proprietary online learning management system used to deliver agricultural education, compliance training, and capacity-building programmes to its client base.

80/20 Preference Point System: A South African public procurement scoring mechanism where bids are evaluated primarily on price (80 points) and secondary socio-economic goals such as Broad-Based Black Economic Empowerment (B-BBEE) status (20 points).

SBD Forms & CSD/SARS PIN: Standard South African government bidding compliance documents requiring proof of tax clearance, official supplier registration via the Central Supplier Database, and formal statutory declarations regarding conflicts of interest and state employment.

FICA/KYC Screening: Mandatory identity verification and politically exposed person (PEP) checks required by South African financial regulations, as the Land Bank operates as a regulated accountable institution under the Financial Intelligence Centre Act.
