The primary objective of this tender is to procure reliable catering services to supply pre-packed lunches and refreshments for participants attending a Fire Fighting and Emergency Evacuation Training programme. Artscape seeks a compliant, suitably qualified supplier to ensure timely delivery, nutritional adequacy, and operational efficiency across two scheduled training days.
The contract encompasses the provision of catering for twenty-eight (28) participants over two consecutive days, 12 and 13 October 2026. Services include the preparation, packaging, and delivery of pre-packed lunches and refreshments to a designated venue in the Foreshre area of Cape Town. The supplier must submit a quotation that clearly itemises the cost per lunch pack, total daily cost, combined two-day total, applicable VAT, and explicit confirmation of Halaal certification.
80/20 Preference Point System: This evaluation methodology allocates a maximum of 80 points to price and 20 points to B-BBEE status levels. Price scoring utilises a statutory formula based on the lowest responsive quotation, while B-BBEE points are awarded according to recognised status tiers. This ensures competitive pricing while advancing transformation goals.
Local Content Declaration: Suppliers must complete prescribed templates to calculate the percentage of locally produced versus imported content in their offerings. Calculations follow the SATS 1286:2011 standard, which measures domestic value addition against total bid price excluding VAT, aligning with national industrial development policies.
Mandatory Compliance Declarations: The tender requires sworn statements confirming independent bid preparation, absence of fraudulent or corrupt conduct, and verification that the bidder is not listed on any public sector exclusion registers. These documents are designed to prevent collusion, safeguard procurement integrity, and ensure accountability throughout the supply chain.

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.
Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements
To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting
