The primary objective of this tender is to appoint an experienced service provider to manage and control dust monitoring activities at the Richards Bay terminal.   • Determining monitoring device locations based on historic data, AEL conditions, and expert opinion.
  • Performing monthly gravimetric and metal analyses (chromium, copper, manganese, iron) at monitoring points, especially where thresholds are exceeded.
  • Ensuring sampling and laboratory analysis comply with ASTM D 1739 – 98 standards.
  • Evaluating ambient air quality contributions and dust generation conditions.
  • Maintaining data recovery rates of at least 80% quarterly and annually.
  • Maintaining and servicing dust monitoring devices, including continuous analyzers and dust buckets.
  • Conducting full maintenance and integrity checks on equipment, and updating the emissions inventory as required.
  • Performing and reporting on particulate matter (PM) sampling at three specific locations (Tippler 1, Tippler 2, Bottom Discharge) with six isokinetic samples.
  • Conducting a biennial audit of the facility against AEL conditions, including site inspections, compliance assessment, and reporting within 30 days.

Technical Requirements

  • Deployment of monitoring devices: 2 x Topas analyzers (PM10, PM2.5) with data loggers and wind monitors, and 13 dust buckets.
  • Regular calibration, maintenance, and integrity checks of all monitoring equipment.
  • Laboratory analysis adhering to ASTM D 1739 – 98 standards, including soluble and insoluble dust components.
  • Provision of detailed monthly, quarterly, and authority reports covering air quality, device performance, and compliance status.
