Objectives

The primary objective of this tender is to undertake a road realignment project in Napier, Cape Agulhas Municipality, to optimize land use, improve cadastral layout, and facilitate future development. The project aims to consolidate affected land erven, legally close unnecessary public road portions, and register new cadastral boundaries in line with municipal spatial planning and legislative requirements.

Scope

The scope includes:

• Assessment of site conditions, affected erven, streets, and legislative compliance.
• Preparation of conceptual and detailed layout plans for erf reconfiguration and road closure.
• Compilation and submission of land use and road closure applications.
• Coordination with municipal departments, provincial authorities, and landowners.
• Securing necessary approvals and permits.
• Conducting cadastral surveys, pegging, marking, and diagram preparation.
• Submission of survey diagrams to the Surveyor-General and obtaining approval.
• Provision of monthly progress reports.
• Identification and management of risks, including environmental and heritage considerations.
• Inclusion of specific erven and street portions in Napier affected by the realignment.

Technical Requirements

The project must adhere to:

• National and provincial legislation including SPLUMA, LUPA, and CAM Planning and Zoning Scheme By-Laws (2022).
• Standards set by the Surveyor-General and SAGC standards for cadastral surveys.
• GIS-compatible data submission for municipal integration.
• Preparation of diagrams compliant with the Surveyor-General’s requirements.
• Conducting cadastral surveys and marking boundaries accurately.
• Engaging in stakeholder liaison and public participation processes.
• Timely delivery of all project phases within the estimated timeline.

Skills and Experience Requirements

The tenderer must demonstrate:

• Professional Qualifications:
  • SACPLAN-registered Professional Planner with at least 5 years’ experience in SPLUMA applications and land use management.
  • SAGC-registered Professional Land Surveyor with at least 5 years’ cadastral project experience.
• Professional Experience:
  • Proven track record managing cadastral realignment, road closure applications, subdivision approvals, and land registration projects within the last 10 years.
  • Experience in stakeholder engagement, public participation, and liaising with municipal and provincial authorities.
• Regulatory and Technical Knowledge:
  • Strong knowledge of SPLUMA, LUPA, municipal planning bylaws, and provincial regulations.
  • Understanding of Surveyor-General procedures, Land Survey Act compliance, environmental, and heritage legislation.
• Technical Capabilities:
  • Ability to manage multi-phase cadastral and road closure processes.
  • Proficiency in GIS analysis and spatial data management.
  • Skills in stakeholder facilitation and statutory compliance.
  • Risk management and project planning skills.
