Objectives

The primary objective of this tender is to procure comprehensive Safety, Health, Environment, and Quality (SHEQ) professional services to support Eskom’s program delivery. The services aim to enhance assurance, compliance, risk management, and performance oversight across safety, environmental, governance, and quality functions. The initiative seeks to uplift internal organizational capabilities as well as Eskom's supply chain and customer interfaces, ensuring adherence to international standards such as ISO 9001, ISO 14001, and ISO 45001.

Scope

The scope encompasses a wide range of SHEQ services, including:

• Safety & Health (S&H): Developing and enhancing H&S frameworks, legal compliance, risk management, site supervision, audits, incident investigations, training, emergency preparedness, and provision of specialist services by registered professionals.
• Environmental Services (ES): Implementing environmental management systems aligned with ISO 14001, conducting compliance audits, environmental impact assessments, licensing, developing environmental plans, ESG and climate change reporting, digital systems, and capacity building.
• Quality Assurance & Quality Control (QA/QC): Establishing QA/QC frameworks, project and engineering assurance, gap analysis, inspections, validation, and continuous improvement processes aligned with ISO 9001.
• Quality Control Inspectorate (QCI): Independent inspection, verification, supplier assessments, development of inspection plans, managing NCRs, and operating advanced digital QC systems across the project lifecycle and supply chain.

The services are intended to support program delivery through structured, integrated SHEQ management, ensuring compliance, risk mitigation, and quality excellence across Eskom projects.

Technical Requirements

The technical requirements include:

• Development and implementation of SHEQ frameworks, policies, procedures, and systems aligned with ISO standards.
