Objectives

The primary objective of this tender is to appoint a qualified Service Provider to implement an Electronic Data Interchange (EDI) solution that is fully integrated with Sage300 ERP for SANPC. The solution aims to streamline exchange and remittance processes, enhance service levels, and support SANPC’s broader socio-economic and transformation goals.

Scope

The scope of the tender includes:

• Design, development, and implementation of an EDI system integrated with Sage300.
• Facilitation of exchange and remittance processes, including overseas payments if applicable.
• Provision of ongoing support, service levels, and risk mitigation measures.
• Compliance with legal, safety, and procurement regulations.
• Adherence to SANPC’s socio-economic obligations, including B-BBEE and specific transformation targets.
• Participation in post-tender negotiations if required.

Technical Requirements

The technical specifications and requirements for the tender include:

• EDI Solution Design & Implementation: The solution must be capable of integrating seamlessly with Sage300 ERP, supporting local and international oil industry standards, and ensuring full compliance with EDI forums and standards.
• Experience & References: Proven experience in designing, developing, and implementing EDI systems in the local oil industry, with at least 3-5 years of relevant experience. Submission of reference letters for successful EDI projects is mandatory.
• Service Levels: Achieve a minimum of 95% service level on on-time deliverables, with ongoing reviews and the ability for SANPC to request team replacements if necessary.
• Exchange & Remittance: Support for overseas payments, including currency exchange rates, beneficiary details, and remittance procedures, with fixed pricing in ZAR.
• Security & Compliance: Full compliance with the Protection of Personal Information Act (POPI), tax legislation, and SANPC’s privacy policies. The solution must ensure data confidentiality, integrity, and security.
• Legal & Regulatory: The solution must meet all applicable laws, regulations, and SANPC’s contractual and safety standards, including occupational health and safety regulations.
• Evaluation & Responsiveness: Bidders must meet minimum thresholds for technical functionality (70%), with evaluation based on price (80/90 points) and specific goals (20/10 points). Post-tender negotiations may be conducted to ensure market-related pricing.
• Integration & Compatibility: The EDI system must be compatible with existing SANPC infrastructure and support future scalability.
• Additional Technical Aspects: The solution should include detailed project management, risk mitigation strategies, and support arrangements to ensure continuous operation and compliance.
