Objectives

The primary objective of this tender is to appoint a qualified service provider to render home-based care services at the Sivuyile Residential Facility located at Stikland Hospital. The services are intended to support residents with severe and profound intellectual and physical disabilities, including conditions such as autism, cerebral palsy, epilepsy, behavioral challenges, palliative care, and psychiatric illnesses. The service provider must deliver high-quality, compassionate, and comprehensive care over a period of five (5) years.

Scope

The scope of work includes:

• Provision of home-based care services to approximately 110 residents with complex care needs.
• Care services to be delivered in a manner that emphasizes compassion and understanding of residents' needs.
• Recruitment, training, and management of care workers capable of communicating in English, Afrikaans, and Xhosa.
• Activities such as hygiene care, hair care, nappy changing, tube feeding, and preparation of milk supplements.
• Participation in in-service training, documentation, and reporting on residents' behavior, hygiene, incidents, and stimulation programs.
• Compliance with relevant legislation, including the Children’s Act 38/2005, COIDA, and other applicable laws.
• Operational requirements including staff uniforms, identification, and adherence to safety and confidentiality protocols.

Technical Requirements

The technical specifications include:

• Experience in providing home-based or frail care services to intellectually and physically disabled individuals.
• Provision of references verifying experience in similar service delivery.
• Mandatory site inspection on 28 October 2025 at 10:00 at the Sivuyile Residential Facility.
• Completion of all bid documentation on official forms, including detailed pricing and breakdowns.
• Provision of a valid COIDA letter of good standing and UIF compliance certificate.
• Implementation of a comprehensive training program for care workers, including orientation and uniform provision.
• Adherence to operational and safety standards, including staff conduct, confidentiality, and replacement procedures.
• Provision of proof of compliance with health and safety requirements, including vaccinations and background checks.

Skills Requirements

The successful bidder’s staff must possess:

• Proficiency in English, Afrikaans, and Xhosa to communicate effectively with residents and team members.
• Experience in caring for individuals with severe intellectual and physical disabilities.
• Knowledge of hygiene, basic health care, and emergency procedures.
• Ability to document and report on residents’ behavior, health status, and incidents accurately.
• Participation in ongoing training and development to maintain relevant skills.
• Adherence to ethical conduct, confidentiality, and professional standards.
• Capacity to work collaboratively with nursing professionals and other staff members.
