Objectives

The primary objective of this tender is to select a qualified contractor to undertake the sealing of roads within Ray Nkonyeni Municipality for a period of three (03) years. The project aims to improve road infrastructure by applying sealing treatments to specified roads, ensuring durability and safety for road users.

Scope

The scope includes the sealing of various roads across multiple depots within Ray Nkonyeni Municipality, involving activities such as site establishment, supply and laying of slurry seal and asphalt surfacing, application of prime and tack coats, and related ancillary works. The work covers roads in different locations, including Hibberdene, Umtentweni, Port Shepstone, Shelly Beach, Gamalakhe, St Michaels, Marina Beach, Trafalgar, and Port Edward.

• Sealing of roads using slurry seal and asphalt premix.
• Application of prime and tack coats.
• Site establishment, traffic control, signage, and site cleanup.
• Provision of all materials, labor, and equipment necessary for completion.

Technical Requirements

• Bidder must be registered with the Construction Industry Development Board (CIDB) with a classification grading of 4CE or higher.
• Supply and lay slurry seal using 60% emulsion + 3% latex, 12mm thickness.
• Supply and lay 40mm thick premix asphalt using 60/70 penetration grade bitumen.
• Apply prime coat (MC 30) and tack coat (30% stable emulsion) at specified rates.
• Site establishment, traffic management, signage, and site cleanup are mandatory and included in rates.
• All work must comply with relevant standards and specifications, including proper packing, transportation, and insurance of materials.
• Bidder must provide proof of experience, plant ownership, and qualified personnel, including site foremen with relevant experience.

Skills Requirements

• Proven experience in construction, sealing, and asphalt surfacing projects, with at least 5 years of relevant experience for the company.
• Qualified site foreman with a minimum of 10 years’ experience in similar projects, supported by a detailed CV and references.
• Ownership of necessary plant and equipment such as pavers, rollers, and other relevant machinery, with proof of ownership or lease agreements.
• Ability to manage site establishment, traffic control, and environmental considerations effectively.
• Competence in adhering to health, safety, and environmental standards throughout the project duration.
