Objectives

The primary objective of this tender is to appoint a capable private security service provider to deliver physical security guarding services at WCG buildings within the Cape Town CBD and extended metro areas for a period of 36 months, with an option to extend for a further 12 months on a month-to-month basis. The aim is to ensure a safe and secure environment, protect assets, and maintain operational continuity.

Scope

The scope includes:

• Provision of physical security guarding services at specified WCG buildings in Cape Town CBD and surrounding areas.
• Operation of a fully functional, 24/7 control room within the Cape Town Metropolitan area, staffed and equipped to monitor security operations.
• Deployment of security officers with appropriate PSIRA grades (minimum Grade C), trained and equipped with necessary service aids (baton, handcuffs, torch, etc.).
• Implementation of site-specific security standards, patrols, incident reporting, and compliance with operational standards.
• Coordination with departmental management and rapid deployment of relief personnel.
• Adherence to legal and regulatory requirements, including PSIRA registration, insurance, and industry standards.

Technical Requirements

The technical requirements include:

• Provision of trained security officers with valid PSIRA Grade C registration.
• Operation of a dedicated, fully equipped control room with 24/7 monitoring capabilities.
• Use of appropriate security equipment, including communication devices, patrol systems, and backup power supplies.
• Implementation of site-specific security standards and procedures, including patrol frequency (minimum every 30 minutes), incident reporting within specified timeframes, and proper uniform and conduct standards.
• Compliance with operational risk assessments and site verification processes.
• Provision of security vehicles if applicable, with drivers PSIRA graded and vehicles properly registered.
• Regular reporting, attendance at operational meetings, and adherence to service standards as outlined in Annexures A1 and A2.

Skills Requirements

The skills and qualifications required for bidders and security personnel include:

• Minimum PSIRA Grade C registration for all security officers and control room operators.
• Training in professional conduct, emergency procedures, fire safety, and operational standards.
• Ability to operate security equipment, CCTV systems, and control room technology.
• Effective communication skills in at least two of the three official languages of the Western Cape, with proficiency in reading and writing in English.
• Physical fitness and alertness to respond promptly to incidents.
• Experience in site patrols, incident management, and compliance with security standards.
• Supervisory skills for managing security officers and ensuring adherence to service standards.
• Ability to operate and maintain security vehicles and related equipment, if applicable.
