Objectives

The primary objectives of this tender are to:

• Provide an effective diagnostic X-ray service with minimal equipment downtime.
• Ensure safe and reliable X-ray services by producing high-quality images to facilitate accurate diagnosis and patient care.

Scope

The scope encompasses the provision of comprehensive support, maintenance, and repair services for diagnostic imaging equipment across various healthcare facilities in the Free State. It includes support for a range of imaging modalities such as MRI, CT, X-ray, ultrasound, and other diagnostic equipment, covering both routine and emergency repairs, preventive maintenance, software support, and environmental condition monitoring.

The contract period is five years from the date of signing, covering multiple facilities including Universitas Hospital, Pelonomi Hospital, Bongani Hospital, and others within the Free State.

Technical Requirements

The technical scope includes:

• Support and maintenance of specified diagnostic imaging equipment as detailed in Section C, including MRI, CT, X-ray, ultrasound, and mobile units.
• Adherence to manufacturer’s specifications and standards, including routine and preventive maintenance schedules.
• Provision of genuine manufacturer parts and software updates, with proof of OEM authorization where applicable.
• Compliance with South African health and safety regulations, including SAHPRA licensing and SANAS accreditation for QA testing.
• Environmental monitoring of conditions such as temperature, humidity, power surges, and vibrations.
• Support for software and hardware updates, including image calibration, performance scans, and system diagnostics.
• Response times for repairs and support not exceeding specified maximums (e.g., 4 working days for equipment downtime).
• Remote technical support via secure broadband VPN, with strict confidentiality and data protection measures.

Skills and Skills Requirements

The tender mandates that bidders demonstrate:

• Qualified and trained technical personnel, with proof of OEM certification, CVs, and relevant qualifications.
• Experience in supporting and maintaining diagnostic imaging equipment, with references from similar projects.
• Capability to provide genuine OEM parts and software support, with proof of OEM authorization or dealership rights.
• Knowledge of South African health regulations, including SAHPRA licensing and SANAS accreditation.
• Ability to monitor environmental conditions and maintain compliance with safety standards.
• Provision of detailed maintenance plans, response times, and turnaround times for repairs.
• Capacity to support remote diagnostics and system monitoring securely and confidentially.
