Objectives

The primary objective of this tender is to develop a comprehensive feasibility study and business case for the Rietpoort–Doornfontein Bulk Water Supply Scheme in Ramotshere Moiloa Local Municipality. The service provider is also tasked with providing advisory services and ensuring the scheme's implementation readiness. Specifically, the project aims to formulate technical options, upgrade aging infrastructure, improve system performance, reduce water losses, and support effective resource management to meet current and future water demands in Zeerust and surrounding communities.

Scope

The scope encompasses four structured phases:

• Information Review & Field Reconnaissance: Collect and audit existing data, conduct site visits, and identify data gaps.
• Demand Profiling & Infrastructure Baseline: Establish water demand and infrastructure needs, and assess current system performance.
• Engineering Options & Feasibility Modeling: Develop and simulate technical infrastructure options, size parameters, route alignments, and select preferred solutions.
• Feasibility & Business Case Development: Prepare detailed engineering designs, financial models, environmental and statutory assessments, stakeholder analysis, and compile comprehensive feasibility reports and summaries.

The deliverables include gap analysis reports, technical models, integrated feasibility reports, financial models, project readiness reports, and a summarized business case document.

Technical Requirements

The technical requirements involve:

• Developing holistic bulk water infrastructure options, including borehole refurbishment, pipeline replacement (~30 km), and reservoir siting.
• Incorporating modern telemetry and monitoring systems.
• Performing multi-criteria feasibility modeling considering technical, environmental, financial, and institutional factors.
• Designing detailed engineering layouts, hydraulic profiles, and cost estimates.
• Simulating demand growth over a 30-year lifecycle and assessing project viability.
• Preparing statutory approval pathways, environmental compliance, and land securement strategies.
• Developing bankable financial models and funding strategies.

Skills Requirements

The successful bidder must demonstrate:

• Relevant experience in infrastructure project preparation, feasibility studies, transaction advisory, and implementation readiness, especially within water and sanitation sectors.
• Proven expertise in engineering design, hydraulic modeling, and infrastructure optimization.
• Strong financial modeling and economic analysis capabilities, including lifecycle costing and tariff structuring.
• Experience in environmental assessments, statutory compliance, and stakeholder engagement.
• Qualified personnel with professional registration (e.g., ECSA, SAICA, SAIPA) and a minimum of 5 years’ post-professional experience in relevant disciplines.
• Capability to develop comprehensive reports, business cases, and bankable project documentation.
