The primary objective of this tender is to appoint a service provider capable of designing and implementing an enterprise-wide project governance and portfolio management framework for the Industrial Development Corporation (IDC). The scope involves a phased approach to:

  • Design and implement dashboards, scorecards, and reporting tools, primarily within the Microsoft ecosystem, including Power BI dashboards.
  • Support the deployment of project, program, and portfolio management tools, including workflows and exception reporting.
  • Conduct workshops, stakeholder engagement, and change management activities to ensure operational readiness and ownership.
  • Transfer knowledge, build internal capacity, and embed sustainable practices for long-term benefits.

The project is structured into four stages: discovery and planning, design and modeling, implementation and enablement, and close-out with knowledge transfer. The total duration is 24 weeks, subject to IDC approval at each stage.

Technical Requirements

  • Experience in enterprise PMO transformation, digital portfolio management, and project governance, especially within public sector entities such as DFIs or commercial banks.
  • Provision of at least three relevant references from the past ten years, including projects in similar organizational contexts.
  • Demonstrated capability in implementing Power BI dashboards, exception reporting, and digital project management tools.
  • Methodology that is practical, results-oriented, and tailored to IDC’s needs, emphasizing rapid deployment, automation, stakeholder engagement, and risk mitigation.
  • Design of models and tools that align with IDC’s strategy, are feasible, secure, and operationally practical.
  • Provision of a comprehensive change management and knowledge transfer plan to ensure sustainability.
  • Completion of the project within 24 weeks, with clear deliverables at each stage.

Skills Requirements

  • Experience & Track Record: Proven expertise in enterprise project governance, portfolio management, and automation, with references in the public sector or DFIs.
  • Methodology & Approach: Ability to demonstrate a thorough understanding of project objectives, with a practical, results-driven approach addressing stakeholder engagement, risk management, and best practices.
  • Governance Automation Experience: Demonstrable experience in implementing Power BI dashboards and digital project management tools, with at least two examples per category.
  • Knowledge & Skills Transfer & Sustainability: Clear plans for transferring skills, embedding new ways of working, and ensuring long-term operational capability.
  • Key Personnel Qualifications:
    • Engagement Lead / Project Director: 8+ years’ experience, PMI certification or equivalent.
    • Senior Project Manager / PMO Lead: 5+ years’ experience, PMI certification.
    • Portfolio Managers / Analysts: 5+ years’ experience.
    • Technology Enablement Specialist: 5+ years’ experience.
    • Training Specialists: 5+ years’ experience.
