Objectives

The primary objective of this tender is to appoint a service provider capable of manufacturing and supplying bilge cradles for Armscor Dockyard in Simonstown. The service provider must ensure the cradles meet specified technical, quality, and safety standards, and are suitable for supporting vessels during docking operations.

Scope

The scope includes:

• Verification of existing design drawings.
• Fabrication of 8 bilge block cradles according to the provided specifications and drawings.
• Provision of all necessary labour, materials, tools, and equipment.
• Compliance with relevant standards (ISO/SANS) and corrosion protection requirements.
• Inspection, testing, and documentation of the manufactured cradles.
• Participation in a non-compulsory site inspection scheduled for 8 July 2026.

Technical Requirements

The technical requirements specify that:

• The cradles must be designed and fabricated to withstand operational loads and marine environmental conditions.
• Design and fabrication shall be compliant with standards such as ISO/SANS, using materials like EN 10025 S355 JR where applicable.
• Drawings shall be created using SolidWorks or an interoperable alternative.
• Welds must undergo Magnetic Particle Inspection (MPI).
• Corrosion protection must be applied as per specified standards, with deviations approved by Armscor.
• All testing, including fitment and clearances, must be completed before acceptance.
• Documentation must be clear, in English, and include detailed inspection and test reports.

Skills Requirements

The successful bidder must demonstrate:

• Proven experience in fabricating structural steel assemblies, marine support structures, or similar components, supported by client references or completion certificates.
• Capability to work with steel materials meeting ASTM-Type A-36 or equivalent mechanical properties, supported by Mill Test Certificates or specifications.
• Qualified welding capability, with welders certified to relevant standards (preferably ISO 3834 Part 3), and the ability to produce approved Welding Procedure Specifications (WPS) and Procedure Qualification Records (PQR).
• Implementation of a recognized welding quality control system, with evidence such as DNV approval or equivalent.
• Ability to conduct and document inspections, testing, and quality assurance processes as per standards.
