Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver various legislative training programs to Armscor Dockyard in Simonstown over a period of four years (2026-2030). The training aims to enhance the skills and knowledge of personnel in legislative compliance, occupational health and safety, and related areas, ensuring effective capacity building aligned with organizational and regulatory standards.

Scope

The scope includes:

• Provision of a panel of accredited or licensed training providers capable of delivering legislative training across multiple categories.
• Development and delivery of fit-for-purpose legislative training interventions at various levels, tailored to organizational needs.
• Coverage of specific training categories such as Occupational Health & Safety, Rigging & Slinging, Hazardous Chemicals Handling, Driven Machinery (e.g., cranes, mobile equipment), and Lifting Equipment (e.g., scaffolding).
• Provision of training programs that meet national and international standards, with appropriate accreditation and certification.
• Support in reporting, quality assurance, and compliance documentation.

Technical Requirements

The technical requirements for the training providers include:

• Registration with relevant authorities such as the Department of Labour, QCTO, SETAs, or other recognized bodies.
• Provision of proof of accreditation, registration, and compliance with industry standards.
• Demonstrated experience in delivering similar training programs, supported by reference letters and reports.
• Provision of qualified trainers or facilitators with proven track records.
• Availability of training materials aligned with unit standards, NQF levels, and duration specifications.
• Provision of detailed quality reports and support documentation.
• Insurance coverage, particularly for operational training involving hazardous activities or equipment.

Skills Requirements

The skills requirements for bidders include:

• Proven ability to deliver effective legislative and occupational health & safety training.
• Qualified trainers with relevant industry experience and accreditation.
• Capacity to develop customized training programs tailored to organizational needs.
• Strong project management and reporting skills to ensure timely delivery and compliance.
