Objectives

The primary objective of this tender is to secure a service provider for the servicing, inspection, maintenance, and replacement of fire extinguishers and fixed fire safety installations across the Cape Winelands District Municipality (CWDM) buildings. The aim is to ensure all fire safety equipment remains operational, compliant with safety standards, and ready for use, thereby enhancing fire safety within municipal facilities.

Scope

The scope of work includes:

• Visual inspection and evaluation of all portable fire extinguishers and hose reels for operational readiness.
• Inspection of fixed installations such as CO2 systems, inert gas systems, sprinkler systems, hydrants, and hose reels.
• Generation of detailed reports with findings, recommendations for replacements, pressure testing, and servicing.
• Replacement of worn or defective parts, minor seals, and components on fixed installations.
• Servicing of fire extinguishers, hose reels, and fixed systems at multiple municipal buildings within specified timeframes.
• Travel to various locations within the Cape Winelands District for service delivery.

Technical Requirements

The technical requirements include:

• Visual inspection and operational evaluation of all portable fire extinguishers and hose reels.
• Pressure testing of DCP and CO2 extinguishers.
• Servicing and maintenance of CO2, inert gas, sprinkler systems, hydrants, and hose reels, including minor repairs and replacement of seals or parts.
• Generation of comprehensive reports with findings, recommendations, and replacement parts required.
• Adherence to safety standards and compliance with relevant fire safety regulations.
• Provision of proof of ability to perform similar projects over the past two years, including references.
• Provision of valid ISO 9001 and SANS 1475 certifications or equivalent.

Skills and Qualifications Requirements

The successful bidder must possess:

• Relevant technical expertise in fire safety equipment servicing, inspection, and maintenance.
• Certified technicians with experience in pressure testing, servicing, and repairing fire safety systems.
• Proof of previous experience with similar projects, supported by reference letters and contactable references.
• Valid ISO 9001 certification or equivalent quality management certification.
• Valid SANS 1475 certification or equivalent for fire extinguisher servicing.
• Knowledge of applicable fire safety standards and regulations.
• Ability to generate detailed reports and documentation of inspections and maintenance activities.
• Capacity to travel within the Cape Winelands District to multiple sites as required.
